1. Safeguards section of TMR2 drafted, reviewed and submitted to REDD IC, and inputs provided to other relevant sections 2. Responses drafted and evidence collected related to safeguards for multiple rounds of findings from VVB in first ART-TREES audit 3. Inputs provided to FI/FDF capacity building plan 4. Materials and presentation/facilitation delivered on safeguards elements and 2 x capacity building workshops 5. Final Draft of the Benefit Sharing Procedure (including required templates) for benefit distribution to PFs landowners contributing ERRs in the LEAF ER Program Area in line with BSP.

Duties and Responsibilities

This assignment is managed by UNEP under their UN-REDD Programme Technical Assistance. Coordinating with REDD-IC, UNEP and FAO national coordination office, as well as UNEP-WCMC as the international technical support agency, the national safeguards consultant will: A. Deliver technical inputs on safeguards to 2nd Trees Monitoring Report. Working with REDD-IC and FAO, who will lead the development of the TMRs, and UNEP and UNEP-WCMC: - Confirm time period to be covered, timeline for drafting, and needs for the preparation of TMR 2; if possible, this should also consider any findings from VVB on TMR1. - Based on TMR1, draft the TMR 2 safeguards section, and inputs to related sections as needed (e.g. reversals, displacement, SDGs) by collecting data (including from SIS update process) and updating information against all safeguards indicators for the TMR 2 period (tbc - usually a 2 year period), and identify any gaps/missing information needed for the report. - Coordinate with other TMR team members / consultants, UNEP and UNEP-WCMC to gather feedback from experts and key stakeholders, address comments, and incorporate them into the final draft report. Participate in workshops/meetings on TMR 2 as needed. - Prepare a short brief with recommendations for building national ownership of monitoring processes and future ERP reporting. B. Provide technical assistance and coordination support on safeguards in the context of Validation and Verification - Support the drafting of responses and edits to the TRD and TMR1 to findings from the Validation & Verification Body (VVB), on the TRD and TMR1 for the first audit of the LEAF ER Program. - Participate in meetings with REDD IC, VVB and other partners/consultants as needed related to the V&V process, e.g. briefings on audit plan, VVB mission discussions, meetings on draft responses, etc. - Support the collection of additional information, evidence and documents as needed for the first audit, e.g. adding documents/evidence to the evidence package, collecting safeguards data to address findings, etc. C. Deliver support to the safeguards elements of the capacity building plan development and implementation of the Financial Intermediary (FI) / Forest Development Fund (FDF) - Contribute to development of the capacity building plan for the Financial Intermediary (FI)/FDF in line with LEAF and GCF requirements on safeguards, including GRM and benefit sharing - Develop material for 2 x workshops on FI requirements for safeguards elements - Support the delivery of 2 x capacity building workshops, such as presentations and facilitation, on FI/for FDF in the context of safeguards D. Prepare a Benefit Sharing Procedure for Private Forest Landowners Contributing to ERRs in the LEAF ER Program Area - Conduct a review of existing legal provisions and procedures for benefit sharing with PFs landowners, considering the TREE requirements, TRD, TMR, and BSP of the LEAF ER program Area. - Prepare a draft Benefit Sharing Procedure (including the templates for public notification, payment claim applications, and agreements with PFs landowners) for benefits distribution to PFs landowners contributing to ERRs in the LEAF ER Program Area in line with BSP. The consultant will be homebased, and under the supervision of the Regional Coordinator for UN-REDD Asia Pacific

Qualifications/special skills

Education: An advanced university degree (master’s or equivalent) in forestry, conservation sciences, development planning or related fields is required. A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree. Experience: - A minimum of seven (7) years of professional experience relevant to natural resource management, participatory approaches, rural development, and/or environmental law is required. - Demonstrated experience related to safeguards policy development, safeguards implementation and/or safeguards monitoring, including related to institutional or corporate safeguards policies is required. - Demonstrated experience working with Nepalese government agencies and institutions, preferably related to forestry, natural resource management, environment, or rural development is desirable. Skills: - Proven expertise in natural resource management, participatory approaches, rural development, and/or environmental law. - Experience working in the Asia and Pacific region and familiarity with regional context and challenges. - Strong analytical and research skills, with the ability to provide evidence-based recommendations.

Languages

Fluency in Nepali, and strong skills in written and spoken English is required.
