Purpose for the job:

Join our team support UNICEF Ethiopia country Office CSO partners to strengthen their capacity to prevent and respond to sexual exploitation and Abuse. The consultancy will focus on strengthening the prevention, reporting, referral and investigation capacities of the partners and the Country Office systems to monitor and support PSEA at implementing partner level.

Under the direct guidance and supervision of the PSEA Specialist, the consultant is expected to.

• Strengthen capacities of identified high risk partners through trainings and development of relevant policies using available PSEA Toolkit training package and other available products.
• Conduct PSEA Assessments for national CSOs in Ethiopia which will give UNICEF and its partners a baseline for tracking progress of partners’ organizational capacities on PSEA.
• Strengthen prevention, reporting, referral, and investigation capacities of national CSO implementing partners on PSEA.
• Provide technical support, in terms of Country needs (training, partner support, beneficiary monitoring question guide etc).

How can you make a difference?

Key functions, accountabilities, and related duties/tasks:-

1. Facilitate trainings (in English and Amhara) for CSO Implementing Partners and government on PSEA, using available PSEA Toolkit training package and other available products while adapting them to suit local contexts.
2. Develop compendium of FAQ from trainings and share with responses and links to relevant reference materials.
3. Complete a report of each training event, including list of participants with relevant details of their organization, position, and contact details.
4. The PSEA Assessment is intended to give UNICEF and its partners a baseline for tracking progress of partners’ organizational capacities on PSEA. Consultant is expected to complete the assessment together with the UNICEF implementing partners before UNICEF enters a partnership. The Assessment, when completed in collaboration with the partner, provides a shared understanding of the partner’s organizational strengths and areas of improvement on PSEA moving forward.
5. Verification of Self-Assessments by Partners. The consultant will be expected to verify PSEA self-assessments completed by the national CSO partner.
6. Using the PSEA Toolkit as a primary reference, collaboratively work with national CSO implementing partners to develop an Action Plan to address gaps in organizational PSEA capacity, as highlighted through the PSEA Assessment. Thereafter, provide support to the national CSO to develop and implement policies, procedures, and systems to improve PSEA organization capacity of the CSO. To support partners’ efforts in addressing identified capacity gaps, the PSEA Toolkit provides practical guidance on PSEA as well as an extensive list of additional resources in each section.
7. The consultant may assist with facilitating UNICEF internal training needs that may arise, for example: training of PSEA focal points in country offices; training of programme sectoral technical staff in conducting PSEA Assessments; training of programme sectoral technical staff in carrying out beneficiary level monitoring with SEA questions.
8. Support the PSEA Specialist to conduct SEA risk assessments in selected programme sites

9. Conduct periodic community-based assessment on the impact of PSEA awareness to inform future programming

   To qualify as an advocate for every child you will have…

• An advanced university degree (Master’s or higher) in Social studies/ Sociology/Gender or any other related field
• A minimum of 5 [Five] years of relevant professional experience in protection from sexual exploitation and abuse; Gender-based violence and Violence against children
• Experience in conducting trainings, assessments and providing analytical reports.
• Developing country work experience and/or familiarity with emergency is considered an asset.
• Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
