Overview

Manage project activities to ensure smooth implementation and delivery.

You have:

  • University Degree on social and administrative sciences such as economics/agricultural economics, management, international relations, agriculture, or any other relevant disciplines
  • At least 5 years of experience in field project implementation, agricultural and environmental management, multicounty projects under the international framework
  • Working knowledge (level C) of English
  • National of Azerbaijan or resident of the country with valid work permit

Organizational Setting

FAO Azerbaijan Partnership and Liaison Office, in close cooperation with the government and its in-line Ministries/Agencies, contributes to the sustainable agri-food systems, and supports the government with addressing issues food security, agriculture and rural development, natural resource management in the country. FAO’s technical assistance, provided mainly through projects, includes institution building, development of knowledge and competencies, and exchange of experience among FAO member countries.

Reporting Lines

Under the overall supervision of the FAO Representative in Azerbaijan, the programmatic guidance and direct supervision of the Assistant FAO Representative, and the technical guidance of Lead Technical Officer associated with the assigned projects, as well as in close collaboration with the Field Program Support and Operations Specialist, the International and National Consultants, other team members and with the Agrarian Service Agency under the Ministry of Agriculture.

Technical Focus

The Specialist will undertake the following duties for the implementation of UTF/AZE/021/AZE - Improvement of Seed and Agro Chemical Laboratory and Certification Services under the Agrarian Services Agency and UTF/AZE/017/AZE: “Support for Structural Reform and Strategic Development of Agrarian Services Agency” projects.

Tasks and responsibilities

• Oversee day-to-day implementation of the project in line with the work plans • Assure quality of project activities and project outputs • Prepare annual and quarterly work plans and draft Terms of References (ToRs) for all inputs • Prepare timely and quality project progress and implementation, all monitoring reports for submission to FAO (in • accordance with reporting procedures) • Support the planning and initiation of regular events for raising visibility and awareness related to project’s goals and • activities • Make sure that all necessary inputs (personnel, technical support services, sub-contracts, training, equipment and • supplies) are provided in a timely manner • Support senior colleagues in leading of the project team and monitoring the performance of their tasks and assisting them • in their work, as necessary, to ensure smooth implementation and delivery of project’s activities • Regularly (at least monthly) liaise with the project LTOs for updates and further technical guidance. • Support the implementation of project task force meetings and Project Steering Committee meetings; • Support the identification of best practices and lessons learnt, ensuring their proper documentation and dissemination • Ensure that the proper Monitoring & Evaluation of assigned programmes/projects are carried out • Perform other duties, as requested
