Organizational Setting

The main aim of the FAO Representation in Eritrea (FRERI) is to assist the host government in developing policies, programs and projects to achieve food security and to reduce hunger and malnutrition, to develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources sustainably.

The FAO Representation in Eritrea (FRERI) is the executing agency for the Technical Cooperation Project (TCP/ERI/3802) "Support to the preparatory phase of the Agricultural Census of Eritrea and initiation of a permanent agricultural statistics system". FAO Subregional Office for Eastern Africa (SFE) provides project supervision and technical backstopping in collaboration with FAO Statistics Division (ESS). The National Project Coordinator, Statistician (NPC), coordinates stakeholders' responsibilities and manages the project teams' day-to-day work.

The position is based in Asmara, Eritrea.

Reporting Lines

In line with UN/FAO policies and guidelines, in harmonization with internationally established standards and recommendations for the World Programme for the Census of Agriculture 2020, the National Project Coordinator, Statistician (NPC), works under the overall supervision of the FAO Representative in Eritrea, the direct supervision of the Assistant FAO Representative-Programme and the guidance of the Statistician at the Subregional Office for Eastern Africa and the Senior Statistician/Leader of the Agricultural Censuses and Surveys Team at the Statistics Division and is responsible for the coordination, implementation, and operational management of the Technical Cooperation Project (TCP/ERI/3802).

The National Project Personnel - Statistician (NPC), works closely with the Chief Technical Advisor, Statistician (CTA) and guides national project staff. The NPC is the continuous liaison channel for the CTA with the Ministry of Agriculture of the State of Eritrea and with other national stakeholders and partners, including donors and the UN Country Team as necessary. All project reports and summaries are channelled through the NPC to the Ministry of Agriculture and FAO Representative. All technical reports are to be cleared by the Lead Technical Officer (LTO).

Key Results

  • Prepared the blueprint document for the Pilot Census of Agriculture in Eritrea, including capacity building;
  • Implemented the Pilot Census of Agriculture in Eritrea, including capacity building;
  • Prepared the blueprint document for the Main Census of Agriculture in Eritrea;
  • Initiated a permanent agricultural statistics system in Eritrea.

Technical Focus

The National Project Personnel - Statistician (NPC), plans the work and manages the resources of the National Agricultural Census and Survey Team within The FAO Representation in Eritrea (FRERI) in collaboration with the Government of The State of Eritrea for the implementation of a pilot census and survey modules in specified regions and initiation of a permanent agricultural statistics system.

Tasks and responsibilities

  • Coordinate project work packages and guides specified project staff
  • Assess the data needs of national programmes on Food and Agriculture, their applied statistical business process model for food and agriculture and available capacities for collection, processing and dissemination;
  • Propose a field data collection network for the census of agriculture using CAPI and registries; strengthening of operational and analytical statistical capacities in the MoA within a permanent agricultural statistical system;
  • Develop a detailed organization, workplan, budget for the pilot census of agriculture and survey modules;
  • Backstop the pilot testing of the census of agriculture and surveys to initiate an agricultural statistical system;
  • Develop a detailed organization, workplan, budget for the main census of agriculture and survey modules;
  • Ensure continuous monitoring and regular reporting in line with agreed format and timelines;
  • Pursue any other relevant tasks and responsibilities.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in agricultural statistics or agricultural economics, or a related field with a specialization in survey design, statistical methods, crop monitoring.
  • Five years of relevant experience in food and agriculture statistics and statistical operations.
  • Five years of relevant experience in managing teams and projects.
  • Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian, or Spanish).
  • National of Eritrea.

Technical/Functional Skills

  • Relevant work experience with field positions is essential; familiarity with development partners and government executives in Eritrea is an asset.
  • Relevant knowledge and work experience in food and agriculture statistics are essential; familiarity with statistical information systems is an asset.
  • Demonstrated ability in project management (including work planning and budgeting) is essential; familiarity with PRINCE2 or other project management approaches is an asset.
  • Demonstrated ability in oral presentations and substantial report writing in English is essential.
  • Familiarity with software for data collection (Survey Solutions, CSPro,) and data analysis (R, SPSS, Stata, REDATAM) is essential.
