Organizational Setting

In 2014, the FAO Committee on Fisheries (COFI) endorsed the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) and FAO now provides support to their implementation through a Fisheries and Aquaculture Division (NFIFL) based SSF Umbrella Program including the global project Creating an enabling environment for securing sustainable small-scale fisheries (GCP/GLO/965/SWE). The project consists of four interlinked components: i) Raising awareness: Knowledge products and outreach, ii) Strengthening the science-policy interface: sharing of knowledge and supporting policy reform; iii) Empowering stakeholders: capacity development and institutional strengthening; and iv) Supporting implementation: collaboration, monitoring and project management. The SSF Guidelines are based on the Human Rights Based Approach (HRBA) and a key principle is the participation of small-scale fisheries actors in decision-making processes regarding their livelihoods. The project GCP/SFS/005/SWE A Partnership for Marine and Coastal Governance and Fisheries Management for Sustainable Blue Growth (SWIOFC – NC Partnership Project) works in the several countries in the West Indian Ocean (WIO) region, including Mozambique. The fisheries sector in Mozambique makes a substantial direct and indirect contribution to poverty alleviation and the majority of the fishers and fish workers are small-scale. Mozambique has recently updated the fisheries legal framework to strengthen the co-management system with a view to enhance the roles and responsibilities of community organizations in fisheries management, including the restructuring of the Fisheries Community Councils (CCPs). The GCP/SFS/005/SWE project intends to support co-management and the application of the ecosystem approach to fisheries (EAF) in selected locations and fisheries in the Maputo and Gaza provinces. With complementary support from the GCP/GLO/965/SWE SSF project, the CCPs will be strengthened to enhance their effective participation in co-management and decision-making processes. This additional support will also allow for creating awareness of the SSF Guidelines and improve the technical skills and capacities for government officials to support development and implementation of activities related with co-management of small-scale fisheries.

Reporting Lines

Under the overall supervision of the FAO Representative, the consultant will report to the NFIFL team leader and work under the direct supervision of the GCP/SFS/005/SWE project country coordinator. He/she will collaborate closely with the FAO SSF team (NFIFL) and work closely with other FAO and partner staff and consultants, as required.

Technical Focus

Support and coordinate the implementation of the GCP/GLO/965/SWE SSF project components in Mozambique. Tasks and responsibilities

· Prepare a detailed work plan and budget for the GCP/GLO/965/SWE SSF project support · Liaise with the SWIOFC – NC Partnership Project team to harmonize the drafted work plans and implementation arrangements and ensure discussion with government counterparts and other relevant stakeholders for their due implementation. · Identify target CCPs, beneficiaries and government officials to receive training and support, paying particular attention to women and vulnerable groups to ensure an inclusive approach, in liaison with the SWIOFC – NC Partnership Project team. · Organise training and capacity development activities and deal with all the required logistics · Identify service providers/resource persons, including preparation and manage of the necessary contracts for the implementation of the project activities. · Organise activities in the context of celebrating the International Year of Artisanal Fisheries and Aquaculture (IYAFA) 2022 and ensure that IYAFA is referred to as appropriate in project implementation. · Prepare relevant communication write-ups, including for the SSF Update. · Serve as main focal point for any matters related to the SSF Guidelines. · Prepare regular reports on the implementation of the project activities (monthly and final report).

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in Fisheries Science, Biological Sciences, Social Science, Development Studies or related areas • 5 years of relevant experience in Fisheries policy, management and/or, ecosystem approach to fisheries • Working knowledge of English • Mozambican National
