Organizational Setting

FAO in collaboration with the government, UN-organizations, and development partners began serving both the host communities and Rohingya population in building their livelihoods and skill development opportunities in Cox’s Bazar from October 2017. As continuation of the crisis response intervention, the European Union (EU) funded EU-FAO PROACT Project titled ‘Resilience Strengthening through Agri-Food Systems Transformation in Cox’s Bazar will be promoting economic inclusion and strengthening local supply chains and markets, as well as development of private sector partnership across the sub-sectors of crop production and fisheries.

The PROACT project contributes in improving households’ nutrition in introducing nutrition sensitive activities and develop opportunities for host communities to economically benefit from markets created by the presence of Rohingya. In addition, the project continues FAO’s commitment to environmental rehabilitation and economic support for the local communities. The restoration of environmental balance to the targeted area is a core commitment in creating sustainable livelihoods.

Reporting Lines :

The National Project Personnel (Senior Project Coordinator) is a SC 11 position and will work under the overall supervision and guidance of the FAO Representative in Bangladesh and direct supervision of the Head of Sub Office, FAO in Cox’s Bazar, the Team Leader will be working closely with the Programme Specialist, Emergency Operations Officer, FAO-Bangladesh Country Office, Regional Office and Headquarters in building livelihoods and skills for the targeted beneficiaries and strengthening of local supply chains and markets.

The Team Leader will consult, liaise and collaborate with selected partners on the implementation of activities; facilitate relevant relationships with the Government, UN-organizations, development partners, key civil society actors, private sector entities and ensure adequate support to technical missions; support the resource mobilization for programme implementation and further scale-up.

Technical Focus

The NPP will be overall responsible for planning and implementation of the EU-FAO PROACT project and overseeing all aspects including programmatic, financial, and administrative and personnel. S/he will lead the project team with strong leadership capacity, communication skills, and strategic thinking and ensure that all project interventions are of a high quality and lead to measurable impact.

Tasks and responsibilities :

  • Coordinate and oversee the PROACT project activities in Cox’s Bazar for development of resilient, inclusive and sustainable nutrition sensitive agri-food systems;
  • Actively promote synergies across projects, working in consultation with government partners, UN Agencies, NGOs and donors for mitigating environmental degradation in the project intervened areas;
  • Oversee the implementation of letters of agreement, development of technical specifications, procurement planning, staffing planning and development;
  • Ensure project monitoring and quality assurance, visibility, donor’s compliance and timely reporting on project to the donor;
  • Develop and oversee technical inputs specifications, procurement and planning in coordination with technical and procurement staff from Cox’s Bazar, Dhaka, Bangkok and Rome offices;
  • Contribute to the development and delivery of effective advocacy and partnership strategies, as well as the dissemination of information and lessons learned, in the framework of the knowledge management of the organization;
  • Contribute to the preparation of programme briefs and comprehensive reports, including ad hoc reports, related to the programme in Cox’s Bazar, ensuring timely dissemination of information to key stakeholders;
  • Ensure adequate community consultation into program design and that Accountability to Affected Populations (AAP) principles are adhered to and mainstreamed;
  • Establish and maintain professional relationships and communication lines with local government offices and in particular the Refugee Relief and Repatriation Commissioner (RRRC) in Cox’s Bazaar, Department of Forestry, Fisheries, Livestock and Agricultural Extension;
  • Clear travel authorizations and security clearances, ensuring maximum security for all staff;
  • Perform any other related tasks as assigned.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Master’s degree in agricultural science, food security or related discipline with post-graduation in administrative or programme management or related subjects;
  • Minimum of ten (15) years of progressively responsible professional work experiences with the United Nations or international development organizations on agricultural development or food security projects or programmes;
  • Professional experience in working with the emergency environment and /or humanitarian responses as the team leader or project manager position including the food security sector.

Technical/Functional Skills

  • Working knowledge of English is essential;

  • Proven experience in promotion and adoption of innovative ideas and practices for improved agricultural farming for the marginal and smallholder farmers;
  • Proven track record of successful teamwork, good presentation/facilitation skills;
  • Excellent verbal and written communication skills required;
  • Ability to work independently and without close supervision;
  • Self-motivation, willingness to learn and strong work ethics in managing a multi-disciplinary team.
