Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) is implementing the Project entitled “Building Resilience to Cope with Climate Change in Jordan (BRCCJ)”, The goal of the seven-year project is increased climate resilient sustainable development in the country. Towards this aim, the project combines infrastructure development and natural resources management with principles of local capital formation at the community level. The project will have three interrelated components, which will work synergistically to address key barriers and enhance the impact of project investments. The components are designed to deal with the lack of infrastructure, limited capacity of rural farming households and weak institutional capacity. They include (i) Component 1: Climate Resilient Water Systems; (ii) Component 2: Climate Change resilience for Enhanced Livelihoods and Food Security; and (iii) Component 3: Scaling-up climate adaptation. Coherently with identified lesson learned in Jordan as well as with the GCF Gender guidelines, the project builds on the idea of inclusion of women as change agents for climate adaptation.

The project will be executed jointly by FAO, UNDP, Ministry of Environment (MoE), Ministry of Agriculture (MoA) and Ministry of Water and Irrigation (MWI) indicating the strong collaborative and partnership approach which will be adopted during the implementation of the project. The project will capitalise on the strong experience and convening power that both FAO and UNDP have established in the country.

For the implementation of the Project, a project management unit (“PMU”) will be formed. The PMU will be responsible for day-to-day project management, providing human resources management, financial and procurement services, coordinate the Project activities, generate work plans and prepare reports. The PMU will be established within MoE and will report to the FAO.

Reporting Lines

The Project Coordinator will work under the overall supervision of the FAO Representative in Jordan, Direct supervision of the Chief Technical Adviser of the project and the technical supervision of the Lead Technical Officer from the FAO Regional Office for the Near East and North Africa (RNE). She/he will work in close collaboration with other international and national consultants, and in cooperation with national counterparts.

Technical Focus

The role of the Project Coordinator is to ensure effective implementation of the project, using effectively the resources and inputs of the project.

Tasks and responsibilities

  • Manage and supervise the day-to-day tasks of the project operations.
  • Supervise the work and performance of the PMU staff (administrative, financial, procurement, logistics, and other support staff) as described in the terms of reference ascribed to each staff member.
  • Request PMU specialists to prepare monthly work plans and ensure that they implement the tasks assigned to them as per their respective plans, including but not limited to planning and development of AWPBs, procurement plans, recruitment of expertise, budgeting, logistics, field visits, and other. The monthly work plans will inform on implemented tasks, other ongoing and in the pipeline.
  • Oversee the performance of the PMU staff. Prepare and submit to FAOJO annual staff performance assessments.
  • Support the CTA in reviewing periodically the approved AWPB, highlighting key milestones and deliverables, and ensure that the PMU team abide by the approved AWPB, PIM in line with FAO and GCF internal guidelines and directives.
  • Ensure that GCF and co-financiers’ resources are planned, allocated, and managed effectively in close coordination with the PMU Financial Manager. Inform the CTA of any likely delays or issues in this regard.
  • Ensure that the procurement of services, supplies and goods are timely drafted, approved, launched, and operational as per FAO procurement policy.
  • Revise periodically and in close coordination with the concerned PMU staff members the PIM, the Procurement Plan (PP) and the financial plan. Report promptly to the CTA on any matters that necessitate to take action during the project execution process.
  • Coordinate the elaboration of Expression of Interest (EoI)/Request for Quotations (RFQ), Tender/Invitation to Bid (ITB) or Request for Proposal (RFP) in line with the Agreement, the BRCCJ outcomes and outputs, and FAO financial and procurement requirements. Take part in the committees entrusted to receive and evaluate quotations, bids or proposals in full compliance with FAO and GCF Financing Agreement rules and regulations. Submit final versions to CTA for clearance.
  • Support the CTA in reviewing and updating periodically the COVID-19 operational risk and mitigation plan.
  • Support the CTA in preparing BRCCJ closure phase.
  • Facilitate the missions of FAO representatives and consultants, including overseeing the sound preparation of agendas, travel logistics and other required arrangements in close coordination with FAOJO.
  • Participate in field missions to follow up on activity-based progress in the targeted governorates.
  • Monitor, supervise, and report periodically to the CTA about the work of the UNDP, TA consultants, service providers (e.g., NGOs, academia, consulting firms) and suppliers as well as government staffs entrusted by their respective government bodies.
  • Supervise the execution of the M&E system applied in the Project. Ensure that the system is coherent with the requirements of each of the Project Components.
  • Oversee the knowledge management and dissemination of the project outputs.
  • Lead the organisation of and reporting on the project meetings, workshops and multi-stakeholder events as identified in the project documents.
  • Support the CTA in the development of a communication strategy and oversee the dissemination of BRCCJ progress, success stories and best practices through establishing and updating BRCCJ webpage, social media, press releases, and other communication tools.
  • Support the CTA in developing annual performance assessments of the PMU staff.
  • Assign an acting PM from the PMU team during holidays and unavailability to ensure the PMU tour of duty.
  • Perform any other relevant tasks as assigned by FAO Jordan.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced degree in project management, business administration, climate change, water resources or any related fields.
  • At least (10) years of relevant experience in project management work of which 5 years within a UN organization.
  • Working knowledge (level C) of English and Arabic.
  • National of Jordan

  • Extent and relevance of experience with GCF funded projects requirements
