Organizational Setting

Small-scale fisheries are a major source of livelihoods and nutritious food for millions of people. In many least developed countries of Africa and Asia, fish accounts for more than 50 percent of the total animal protein intake. Fish is also a unique source of essential fatty acids, and an important source of micronutrients often deficient in the diets of vulnerable populations. Poverty in small-scale fishing communities is of a multidimensional nature and is not only caused by dwindling fishery resources and low incomes but also due to factors that impede full enjoyment of human rights including civil, political, economic, social and cultural rights. Small-scale fisheries tend to be inadequately addressed, both with regard to resource management and from a broader social and economic development perspective. The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines), endorsed by the FAO Committee on Fisheries (COFI) in 2014, were developed to address this situation and the FAO Flexible Multi-Partner Support Mechanism (FMM) sub-programme Implementing the Small-Scale Fisheries Guidelines for gender equitable and climate resilient food systems and livelihoods (FMM/GLO/155/MUL) has been designed within this framework.

Reporting Lines

FAO Representative in Indonesia, the direct supervision of the AFAOR for Programme and in close collaboration with Technical Officers in HQ and RAP

Technical Focus

Managing the Indonesian component of the FMM GLO 155 MUL project in term of technical, management and leadership

Tasks and responsibilities

• Plan, coordinate and support the implementation of sub-programme activities in country in close collaboration with government counterparts and small-scale fisheries (women) representatives according to the agreed work plan and allocated budget to ensure timely delivery of project deliverables. • Draft and prepare Term of Reference (TOR) for related activities including Letters of Agreement (LOA's) with the input from National Project Coordinator to employ National Experts and Service Providers to undertake the assignments in accordance with the approved Annual Work Plan. • Ensure the appropriate operational and financial arrangements as well as technical support and inputs are available for the successful implementation of sub-programme activities. • Ensure coordination and synergies with related initiatives and projects. • Ensure involvement and participation of relevant stakeholder groups, paying attention to gender and ensuring that the needs of men, women and youth are taken into consideration in the implementation of activities. • Assist project management unit in the planning of, and arrange for the production of communication products on the activities. • Monitor and review the project activities as well as budget expenditures to ensure timely project implementation. • Prepare quarterly progress implementation reports both narrative and financial. • Participate in the advocacy and policy dialog to promote the programme activities in close coordination with National Project Coordinator. • Support the arrangement and participate in the project’s meetings, such as project planning meetings, project implementation meeting, project coordination meeting and other relevant meetings related with achievement of the project’s objectives. • Undertake other related tasks that may be assigned.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Degree in Fisheries, Food Security, Nutrition, Gender Studies or related field. • Has more than 5 years’ experience as project/programme management level • Fluency in written and spoken English and Bahasa Indonesia • Nationality of Indonesia.

Technical/Functional Skills

• Work experience in more than one location or area of work, particularly in a field position is desirable • Extent and relevance of experience in planning, coordination, managing and organization of local or national development programme that is relevance to the small scale fisheries and women empowerment programme related matters; • Extent and relevance of experience in liaison and communicating with various type of partners, stakeholders and different institutional contexts; • Demonstrated ability to manage, including project management and office management • Demonstrated sufficient knowledge and experiences on community development particularly related to fisheries business model • Excellent communication skills, with district and provincial government and local communities • Demonstrated ability to open up to new approaches and new practices on the relevant project implementation • Demonstrated commitment to participatory and bottom-up approaches • Strong analytical skills. • Demonstrating detail orientation, proactive attention to outcomes and expectations, and the ability to understand and effectively use information and data.
