Organizational Setting

The position is located in the FAO offices in Quetta. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

The THAzA project is a USAID funded horticulture agribusiness project that seeks to increase the economic output of horticulture and agribusiness sector in Balochistan and KP and increase the number of jobs in the sector. 35% of project activities will be undertaken with female farmers and women led agribusinesses. The project includes components on horticulture production, agribusiness development and strengthening, agriculture information services, e-agriculture extension and access to finance. This position will manage project activities in Balochistan, which includes a team of 30 – 40 staff operating from Quetta and district based offices.

Reporting Lines

  • Under the overall supervision of the FAO Representative in Pakistan and in close coordination with Assistant FAOR, Programme, the incumbent will directly be supervised by the Senior Project Officer, Balochistan and the Chief Technical Advisor, THAzA.
  • Technical guidance will be provided by the relevant units in FAO Headquarters and FAO Regional Office for Asia and the Pacific (RAP).

Technical Focus

The THAzA Project Manager will be responsible for day to day management of all THAzA project activities in Balochistan and he/she will lead the provincial team and manage the inputs of other implementing partner organizations.

Tasks and responsibilities

  • Manage the implementation of all THAzA project activities in Balochistan and ensure that project activity operations and administration are compliant with FAO rules and regulations and that the project is implemented in accordance with the workplan..
  • Supervise work of staff in Quetta and in the districts in terms of work planning, activity implementation and monitoring.
  • Prepare annual and quarterly results frameworks and work plans of project activities in Balochistan.
  • Prepare and maintain all provincial project monitoring products in line with FAO and USAID standards and in consultation with the THAzA Monitoring and Evaluation Officer.
  • Establish and maintain effective working relations with Government of Balochistan representatives and other project stakeholders.
  • Manage the conduct of six monthly THAzA provincial Project Steering Committee (PSC) meetings with project stakeholders, including preparing all necessary materials (results framework, logical framework, workplan, risk management plan and reporting requirements) for the conduct of the PSC.
  • Identify market, agribusiness and value chain business opportunities and impediments.
  • Oversee the design, implementation and monitoring of a matching grants program, including the operation of the Grants Evaluation Committee in Balochistan.
  • Identify and overcome barriers to women’s and youth participation in THAzA project activities.
  • Prepare inputs for the project’s reporting products as requested.
  • Prepare, maintain and implement a provincial risk management plan for the conduct of the project.
  • Prepare, maintain and implement a provincial anti-fraud and waste plan for the conduct of the project.
  • Prepare a wide range of communication products as requested.
  • Perform any other duties as assigned by supervisors.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advance university degree in agribusiness, agronomy, marketing or equivalent level and background.
  • 8 years’ experience within agricultural or horticultural sector, especially marketing aspects, with the private sector.
  • Working knowledge (Level C) of English. Good knowledge of Urdu and Balochi and/or Pashtu;
  • National of Pakistan.
