Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The MADAD project is a joined effort of the Food and Agricultural Organization (FAO), World Food Program (WFP) and the International Fund for Agricultural Development (IFAD) funded by EU MADAD to respond to the reduced livelihood and food security levels as a result of the Syrian crisis in Jordan. It tackles its negative impact on the host communities through the support of the agriculture sector in improving the agricultural productivity, and of the vulnerable farmers’ income. In addition, it aims at creating job opportunities for both host communities and displaced Syrians. The project promotes social protection mechanisms for the benefit of the host farming community and the displaced population.

The objectives of the project are:

  1. To create an adequate agriculture production support system in the form of a Farmer Registry and Sub-registry for vulnerable smallholders that support good agriculture practices and timely response to shocks.
  2. To rehabilitate the capacity of the agriculture extension systems to be able to respond to the increasing demand of support due to the Syrian crisis and the presence of large number of refugees.
  3. To support the vulnerable smallholders and the small family based agri-food enterprises to increase productivity and financial feasibility of their activities.
  4. To Support communal assets and management of natural resources with employment and training opportunities created for the most affected host communities and refugees.

Reporting Lines

Under the overall supervision of the FAO Representative and direct supervision of the Project Manager, the Gender & Policy Assistant will work in collaboration with the Project's team in Amman.

Tasks and responsibilities

The specific duties and responsibilities include, but are not limited to:

  • Assist the PM in conducting a participatory gender analysis within MADAD project to determine participation level of women in decision making and opportunities for women for increased productivity, inclusive of (a) desk study of gender related policies and institutions, and (b) stakeholder consultations in the agriculture sector on gender issues, gaps and barriers c) HHs survey
  • Support in conducting a gender sensitive assessment on the impacts of climate change on the livelihoods of small-scale farmers and the use of innovative climate smart technologies including data needs and gaps at the farmer level, inclusive of consultations with individual farmers in selected vulnerable areas, desk review and interviews
  • Contribute to sensitization and capacity building activities on gender issues, inclusive of sensitization workshops and the production and distribution of materials (e.g. fact sheets, videos etc.)
  • Provide support where necessary for the successful execution of stakeholder engagement and information gathering sessions
  • Support the Complaint and Report Mechanism - CRM in MADAD in collaboration with WFP as MADAD FAO tickets’ focal point
  • Support the MEAL Expert in filling M&E tools and drafting M&E report on a monthly and yearly basis
  • Support the planning of coordination meetings at FAO and RBA levels and draft MOM
  • Support the development of SOP, manuals and best practices document within the MADAD project

Other tasks

  • Perform other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Bachelor degree in either gender studies, political sciences, international development, global studies …;
  • minimum 2 year of relevant experience in gender analysis and policy development ,preferably in large government or non-government organizations;
  • Previous working experience in UN preferably in FAO and EU funded projects;
  • Working knowledge (level C) of the FAO official language English, used for communication within the country and working knowledge of the local language of Arabic is preferable.
  • Jordan Nationality.

Technical/Functional Skills

  • Extent and relevance of experience in gender and policy, preferably in FAO, other UN agencies or international organizations
  • Demonstrated work experience in M&E report formulation.
  • Knowledge and experience of FAO gender policies is considered an asset.
  • Analytical and judgment skills, and ability to apply procedures in administration and management;
