Organizational Setting

The Food and Agriculture Organizations’ (FAO) interventions in the Maldives are fully aligned with and contribute to FAO’s global vision: a world free from hunger and malnutrition where FAO contribute to improving the living standards of all, especially the poorest, in an economically, socially and environmentally sustainable manner.

FAO’s support to Maldives will help the country move closer to the achievement of Sustainable Development Goals (SDGs), in particular SDG 1 (No Poverty), SDG 2 (Zero Hunger) and SDG 10 (Reduced Inequalities). The FAO Country Programming Framework (CPF) will further contribute to the three pillars outlined in the United Nations Sustainable Development Cooperation Framework (2022-2026) (i) shared prosperity and inclusive development for all; (ii) a sustainable and climate resilient environment; and (iii) gender-responsive, rights-based and accountable governance and justice.

Reporting Lines

Under the general supervision of, and reporting directly to the accredited FAO Representative (FAOR), the Programme Specialist- will facilitate a direct and responsive presence of FAO in the country and perform a variety of programmatic, liaison, communication, information gathering, monitoring and logistic functions in support of FAO's activities in the country. With important reference to the identification, formulation and implementation of FAO's programme and projects.

*FAOR is dually accredited to Sri Lanka and the Maldives.

Technical Focus

Programme development, implementation and management including 1. Resource Mobilization & Coordination 2.Strategic and Policy Advisory and Analytical Support and 3. Knowledge Management and Knowledge Sharing

Tasks and responsibilities

  1. Resource Mobilization & Coordination
  • Follow all UNCT matters and represent FAO at UNCT meetings, under the guidance of the FAOR, when required.
  • In close coordination with the FAO Representation in Colombo, support and coordinate the existing FAO programmes in the Maldives and in consultation with implementing partners, including government agencies.
  • Interact with senior government functionaries and other stakeholders to identify priorities and requirements for effective interventions by FAO.
  • Interact with potential donors to understand priorities and identify opportunities to mobilise resources for FAO led programmes in Maldives.
  • Assist in the development of new project concept notes and proposals (TCP, GCP, GCF and other) to build a project portfolio for Maldives.
  • Prepare every three months, and submit a summary report indicating ;
  1. major orientations of sector/sub-sector policies and programmes in agriculture, food security, forestry and fisheries
  2. the status of external assistance to the sector/sub-sectors and, to the extent possible, proposals for future assistance
  • Make preparations for and facilitate FAO missions, project consultants and other official visits to the country.
  • Assist the FAO Representation in monitoring the activities of FAO projects in the country, assisting project personnel and reporting on progress.
  1. Strategic and Policy Advisory and Analytical Support
  • Support FAO Country programs through direct participation in country and project teams, and provide peer reviews, including advising FAOR Senior Management on critical project issues.
  • As required and on instructions of FAOR, prepare thematic strategies and operational plans for furthering FAO’s strategic objectives in the Maldives.
  1. Knowledge Management and Knowledge Sharing
  • Coordinate and provide inputs for FAO Communications at the Representation.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in International Relations / Development, Public Administration with 3 years of relevant experience in Programme development, implementation and management

OR

  • University degree in International Relations / Development, Public Administration with 5 years of relevant experience in Programme development, implementation and management.
  • National of Maldives.
