Organizational Setting

The positions are based in FAO Representation in Islamabad, Pakistan. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

Under the overall supervision of the FAO Representative and under direct supervision of the International Operations Officer/ OIC, Operations Support will carry out the below listed tasks.

Technical Focus

Support the supervisor in performing operational tasks of the project.

Tasks and responsibilities

• Support Operations Unit in ensuring timely provision of inputs for personnel, technical support services, sub-contracts, training, equipment/supplies, and other needs related to project operations. • Participates and contributes to the preparation of project work plans, monitors progress and, where, necessary, identifies corrective measures to overcome operational constraints. • In line with the revised Project Cycle, help ensure data concerning the office’s field programme portfolio is up to date in the Field Programme Management Information System (FPMIS), with relevant project documentation uploaded as appropriate. • Assist in drafting initial project budgets, revisions and amendments, and inputting the data into FPMIS; provide information on programme/project expenditures and status of field programme/project budgets. • Assist Operations Officer in monitoring project budget and preparing revisions as required. • Coordinate the timely preparation and submission of project progress and terminal reports required (as specified in the project agreements, Letters of Agreements), as well as contributing to the preparation of analytical reports. • Coordinate actions related to timely field project completion/closure, including identification of project follow-up requirements. • Assist in monitoring of project reporting requirements and follow up with programme team to fulfil the reporting requirements. • Assist in operational review of Letter of Agreements and further follow up payments and closures in accordance with quality compliance (support in checking deliverables, reports produced under the LoAs and verifying). • Contribute to the preparation and/or assessment of new projects. • Ensures the quality of data/documentation in the Field Programme Management Information System (FPMIS) for all pipeline and operational field projects in the country. • Collect and compile data from FPMIS on programme/project activities to support reporting on field programme/project delivery. • Plan field programme-related meetings, seminars and events: implement logistics, prepare correspondence, compile and distribute documents, make administrative arrangements. • Initiate and follow up on administrative and financial actions related to field programme/project staff/NHSR recruitment, management, and support; travel; payments; and procurement. • Perform other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in Administration, Finance, or relevant field. • Minimum 5 years working experience in operations with competence in finance. • Working knowledge of English. • National of Pakistan.

Technical/Functional Skills

• Working experience with UN and/or international organizations will be an asset. • Remain open to change and ability to manage complexity. • Ability to work and act under pressure and with discretion in multicultural environment. • Demonstrate capacity to plan, prioritize and deliver tasks on time to meet goals in a high pressure environment. • Maturity and confidence in dealing with high ranking official of government institutions, international institutions and non- governmental institutions. • Understanding of the purpose and functions of technical programmes, operational guidelines, and programme/project management procedures, preferably those adopted by the United Nations or FAO would be considered. • Working experience with UN and/or international organizations will be an asset. • Computer skills in Office Applications Including Excel, Word, Outlook, Power Point.
