Organizational Setting

The main aim of the FAO country offices, which are headed by a FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

GRASP (Growth for Rural Advancement and Sustainable Progress, Pakistan) is funded by the European Union and implemented by the International Trade Centre (ITC). GRASP aims to reduce poverty and enhance sustainable, inclusive economic growth in Pakistan by strengthening small-scale agribusinesses in Balochistan. To achieve this goal, the programme will support Micro, Small and Medium Enterprises (MSME’s) and agribusinesses in the horticulture and livestock sectors to become more competitive by making improvements at all levels of the value chain, including the enabling business and policy environment. GRASP aims to particularly enhance the engagement of rural women in agricultural production and value addition activities and enable to them to tap into economic opportunities in the selected value chains.

The following position is at SB3 SC6 level

Reporting Lines

Under the overall supervision of the FAO Representative in Pakistan, in close coordination with M&E Specialist at FAO Representation Office Islamabad, the M&E Associate will directly be supervised by the Chief Technical Advisor GRASP Project. Technical guidance will be provided by the relevant units in FAO Headquarters and FAO Regional Office for Asia and the Pacific (RAP).

Technical Focus

Implementation of M&E systems, procedures and analysis as per the requirements of particular projects in the context of Balochistan. Work collaboratively with FAO M&E experts from other FAO projects to ensure best practices are adopted throughout the provincial program.

Tasks and responsibilities

  • Assist in the updating of project M&E framework and online reporting systems;
  • Provide inputs for development, standardization and deployment of tools that capture quantitative and qualitative data to be utilized in monitoring, evaluation and reporting under the defined indicators;
  • Assist in updating online FAO data collection and reporting tools;
  • Assist the implement baseline surveys for a later impact evaluation;
  • Develop database and track the progress of all interventions in the region against agreed indicators, and timely send periodic reports to M&E Officer at FAO Representation Office Islamabad, reporting on early indications of progress, or lack thereof, in the relevance, efficiency, effectiveness, impact and sustainability of programs and events, and their impact on strategic goals of the activity;
  • Assist in the implementation of M&E system-ensuring adequacy for monitoring & assessments of project outcomes and outputs;
  • Assist in the design and execution of primary surveys, baseline surveys for a later impact evaluation.
  • Collection and documentation of case studies as per requirements;
  • Assist in the compilation of facts/ data and present in the periodic reports;
  • Assist in the planning and execution of monitoring, evaluation and capacity building missions;
  • Perform other related duties as required by supervisor.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advance university degree in monitoring and evaluation, project management, agribusiness, public administration, development studies, sociology, economics, marketing or equivalent level and background.
  • 05 years of working experience in M&E and application of Result Based Management Approach; M&E within agricultural and food security domain, especially marketing aspects, with the private sector.
  • Working knowledge (Level C) of English. Good knowledge of Urdu and Balochi and/or Pashtu;
  • National of Pakistan.

  • Computer skills in Office Applications Including SPSS, Excel, Word, Outlook , PowerPoint; knowledge and experience in database analysis and management packages, and other office equipment;
  • Excellent drafting skills and analytical mind
