Organizational Setting

The crisis in northern Mozambique has rapidly deteriorated as a result of conflict, insecurity and violence in Cabo Delgado, leading to significant displacement, disruption of livelihoods and lack of access to basic services. While violence was previously confined to smaller villages, attacks on district capitals have increased, leading to larger displacement flows. The displaced people are seeking safety in several parts of Cabo Delgado, Nampula, Niassa and Zambezia, Sofala and Inhambane Provinces. Invariably, the internally displaced persons (IDPs) left behind almost all their possessions, including crop and livestock assets. The conflict is worsening food and nutrition insecurity in the region where communities are still to recover from the impacts of Cyclone Kenneth that landed in April 2019. As a result, food and nutrition insecurity has increased due to violence and disruption of livelihoods. COVID-19 pandemic has further exacerbated the vulnerabilities of the population of the province to a very serious humanitarian and socio-economic crisis. There are also serious indirect impacts on livelihoods, through disruptions to food supply chains and access to food, basic services and humanitarian assistance. Households may resort to negative coping mechanisms (e.g., eating fewer meals) that will have lasting effects on their lives and livelihoods.

It is within this context that the Food and Agriculture Organization of the United Nations (FAO) has launched the 2021 - 23 Agricultural Livelihoods Response Plan for northern Mozambique. Support provided to the IDPs and host communities will ensure they resume local crop production, fishing and livestock rearing activities while sustainably managing the soil, forest and fish resources. The Agriculture Livelihoods Response will further ensure that humanitarian interventions are appropriately linked to medium and longer-term actions that embraces both market-oriented and ecosystem-based approaches. Projects developed under the Agriculture Livelihoods Response Plan will contribute towards enhanced food and nutrition security of the populations, while laying the foundation to build resilient livelihoods against future climatic shocks and stressors.

Reporting Lines

Under the overall supervision of the FAO Representative (FAOR) in Mozambique, the Monitoring and Evaluation Officer reports to Hub Coordinator – Cabo Delgado and works in close collaboration with the Programme/Operations/Administrative Units in consultation with relevant Technical Units at FAO headquarters, at regional level (Regional Office for Africa, RAF) and subregional level (Subregional Office for Southern Africa, SFS).

Technical Focus

Contribution to the effective and efficient management and coordination of the operational support of the Hub programme and project activities of the Country Programme.

Tasks and Responsibilities

• Monitor the progress of both pipeline and ongoing projects and prepares relevant M&E reports and briefs according to pre-established formats;
• Identify projects/programmes facing problems and draws them to the attention of responsible officers/units concerned, and follows up with budget holders on projects/programmes;
• Contribute to programme development (including identification of new projects/programmes) and project formulation processes in accordance with the relevant procedures and in conformity with relevant Country Programming Framework (CPF), regional priorities and Strategic Framework;
• Ensure close oversight of project appraisal and approval processes in line with the revised Project Cycle guidelines, and undertakes necessary follow-up actions with relevant departments/units;
• Provide support to the Hub Coordinator and budget holders in ensuring the provision of scheduled inputs including experts, consultants, equipment, fellowships, training, and subcontracts, and technical backstopping, and monitors their timely execution, in line with project work plans;
• Monitor timely action relating to preparation of delivery estimates, pipeline reviews and preparation of project related reports (progress and terminal reports);
• Participate in the analysis of technical and operational backstopping requirements for the field programme in collaboration with the respective project officers;
• Act as focal point, oversees and coordinate the collection and storage of information and documents;
• Provide guidance and advice to project budget holders on procedural issues relating to project operations;
• Monitor the completion of field projects, and follows up with project officers to ensure the timely submission of terminal reports and operational and financial closure of projects.

Specific Functions

• Review’s mid-term and final reports from Partners in line with the Letter of Agreement (LoA) and feedback from field monitors;
• Contribute to the design of project concept notes and proposals with special emphasis on logical/results framework;
• Develop Terms of Reference (ToR) for project evaluation and coordinates evaluation process as per the project document;
• Liaises with partners (cluster, government, implementing partners, donors) on M&E related issues;
• Coordinate’s data collection for the Corporate Outcome and Output monitoring in collaboration with RAF, SFS and Headquarters;
• Design standard result-oriented M&E tools (survey questionnaires, data collection and consolidation tools, etc.), methods and techniques for monitoring of the overall programme and individual projects (development, resilience and emergency);
• Monitor the progress and results of the resilience projects using resilience measurement tools including RIMA;

• Develop and implements M&E capacity building trainings, with a special emphasis on the results-based management for FAO staff, government and implementing partners

• Perform other duties as required.
