Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programs and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The Emergency Centre for Transboundary Animal Diseases (ECTAD) is currently implementing a number of projects in various countries in Africa, Asia and Middle East. Within the ECTAD framework, the Animal Production and Health Division (AGA) is closely working with the Emergency and Rehabilitation Division (TCE) under the Strategic Program 5 to support various aspects of the animal health programme of FAO, including the USAID-funded Emerging Pandemic Threats (EPT-2) and Global Health Security Agenda (GHSA) Programmes. Since 2015, the United States Agency for International Development (USAID) has been investing in building M&E systems and capacities for EPT2/GHSA supported projects and countries.

Reporting Lines

The National Project Personnel - Monitoring and Evaluation (M&E) will work under the overall guidance of the FAO Representative (FAOR) in Ethiopia, the direct supervision of the ECTAD Team Leader, the direct technical supervision of the M&E Global Coordinator of ECTAD/ Animal Production and Health Division based at the FAO Headquarters and in close collaboration with the FAO Programme in the country and ECTAD Eastern Africa Regional teams.

Technical Focus

The incumbent will support the M&E reporting at country level including the quality assurance of the information for ECTAD projects in FAO Ethiopia.

Tasks and responsibilities

The incumbent will undertake the following duties and responsibilities:

  • Develop/maintain the country level M&E framework and plan in alignment and harmony with regional and global MEL requirements;
  • Align FAO ECTAD project results so that they contribute to the FAO overall goals (strategic objectives);
  • Apply existing M&E data call systems and report on impacts and progress towards achieving the GHSA milestones in accordance with approved project work plans;
  • Develop tools for routine data collection for log-frame monitoring purposes;
  • Develop M&E project frameworks and monitoring plans (PMPs) for projects at national level.
  • Collect and assure the quality of information required for reporting on project and programme-level indicators;
  • Upkeep archiving systems up to date and in line with prescribed standards;
  • Conduct routine records keeping (means of verification), and log frame monitoring;
  • Consolidate inputs from team members for regional and programme level reporting;
  • Conduct M&E and progress reporting insuring timeliness and quality data reporting;
  • Enter information in the prescribed formats and generate M&E and narrative reports in prescribed formats;
  • Retrieve the required supporting documentation (means of verification) for the reported information;
  • Contribute to the development of project concept notes (CNs), proposals, detail implementation plans (DIPs);
  • Implement country level case studies and work closely with the global and regional teams to insure adherence to quality; standards.
  • Actively collaborate with regional and global teams on MEL projects and initiatives such as the implementation of the Learning Agenda/case studies;
  • Liaise with/backstopping of technical officers concerning M&E information provision and validation;
  • Support M&E meetings and training activities as required;
  • Handle regular and ad-hoc data/information requests;
  • Develop country level M&E information products (infographics, dashboards, reports, etc.) as required;
  • Support programming and work planning processes;
  • Contribute to the preparation of progress and final project reports;
  • Perform other related duties as requested.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Candidates should be nationals of Ethiopia;
  • Advanced University degree in in social sciences, statistics, research methods, anthropology and/or related fields.
  • At least 5 years of proven experience in M&E functions preferably in the agriculture/livestock domains or health related fields,
  • Working knowledge of English and good knowledge of the local language(s) used at the duty station is required.

Technical/Functional Skills

  • Excellent mastery of MS Excel and/or Access, statistical software packages such as SPSS, SAS, etc

  • Work experience in multi-cultural and multi-disciplinary setting
  • Experience in project development, project report writing and data analysis
  • Skills in statistics, data audit and data collection and management
  • Experience in international institution, Non-Governmental Organization (NGOs), etc is an advantage.
  • Demonstrated writing and research skills, computer literacy (statistical packages such as Statistical package for the Social Sciences (SPSS) and STATA, Microsoft Office Suite, GIS packages), ODK or Kobo and PowerBI
