Support M&E activities for FAO-ECTAD projects in Mozambique

You have:

  • Master’s degree in Management, Economics, Business Administration, or other related field.
  • At least 5 years experience in managing field activities including M&E of interventions and results.
  • Fluency in English and Portuguese.
  • A sound understanding of Programme Management related issues.
  • Formal training in programme/project design and formulation, management and M&E will be an asset.
  • National of Mozambique.

Organizational Setting

Within the framework of the Food and Agriculture Organization of the United Nations (FAO) Emergency Centre for Transboundary Animal Disease Operations (ECTAD), under the policy and technical guidance of the Animal Health Officer/ECTAD Global Coordinator (NSAH), in line with programme management guidance from the Emergency and Rehabilitation Officer/ECTAD Global Programme Budget Holder (OER), the functional and administrative supervision of the FAO Representative in Mozambique, the direct supervision of the ECTAD country team leader in Mozambique, and in collaboration with ECTAD country and regional teams in Eastern Africa.

Tasks and responsibilities

  • Assist in the development of draft M&E plans for FAO-ECTAD-Moz funded programme and projects;
  • Identify the capacity gaps in the field of M&E of Government institutions, implementing partners, NGO’s and CBO’s collaborating in the implementation of FAO-ECTAD-Moz funded programmes/ projects, and recommend remedial actions;
  • Support National agencies collaborating with ECTAD program in establishing a M&E system that will ensure a successful follow -up of the planned strategies;
  • Draft of ToRs for Baseline, Mid -term and End of the Program Evaluations for ECTAD project;
  • Assist in selection of consultants to undertake M&E reviews and ensure quality control over the outcome of such assessments;
  • Assist in the training programmes for implementing partners on the use of recommended reporting and monitoring formats and guidelines;
  • Develop a field-monitoring plan based on agreed upon progress and target indicator sets and undertake ongoing field and desk monitoring of ECATD supported interventions;
  • Review periodic technical reports and provide appropriate comments and recommendations;
  • Consolidate periodic findings and recommendation of periodic progress reports;
  • Participate in and contribute to Technical Working Group meetings;
  • Undertake any other tasks as assigned by the ECTAD CTL.

Minimum Requirements

  • At least a Master’s degree in Management, Economics, Business Administration, or other related field.
  • At least 5 years experience in managing field activities including M&E of interventions and results.
  • A sound understanding of Programme Management related issues.
  • Fluency in English and Portuguese.
  • National of Mozambique.

Desirable:

  • Formal training in programme/project design and formulation, management and M&E will be an asset.
