Organizational Setting

FAO assists governments to develop policies, programmes and projects to address hunger and malnutrition, and provides technical support for the sustainable development of their agricultural, fisheries and forestry sectors and to respond to cries. FAO in collaboration with the Government of Malawi and with support of multiple development partners is implementing a wide range of activities to improve livelihoods of small-scale farmers as well as assisting a more inclusive and sustainable development in the country. FAO Malawi is currently supporting the Government to strengthen community-based resilience in vulnerable rural areas, facilitate a more sustainable management of natural resources and supporting nutrition-sensitive agriculture. Likewise, FAO provides and mobilizes technical assistance required by the country in areas related with agriculture production, agriculture economics and other areas relevant.

Reporting Lines

The NPP will be under the overall leadership of the FAO the technical supervision and guidance of the AFIKEPO Data Management, Monitoring and Evaluation Specialist, daily supervision of the District Coordinator

Technical Focus:

The NPP will be responsible for monitoring and evaluation of all activities in selected districts.

Tasks and responsibilities

The incumbent will work more specifically:

  • Support the design of a sound Monitoring and Evaluation System that would be able to capture nutrition and food security data at community level;
  • Provide training to differrent stake holders at district level on the use of indicators, data collection activities, reporting and information management;
  • Provide needed training on report writing for project and counterpart staff implementing different project activities;
  • With help and guidance of Lilongwe and Blantyre based M&E Officers, and relevant Project Coordinators, supportthe implementation of Baseline Surveys (type of data, questionnaire design, sampling procedure, statistical analysis, etc at the beginning of the project in order to collect all required baseline data for measuring progress and impact achieved during routine monitoring activities, mid-term and final evaluations
  • Develop reporting system for project activities, reporting format, frequency of reporting, etc
  • Supervise reporting of all project activities in two assigned districts and processing of the reports in databases and progress reports
  • Provide assistance in and supervise development of project database(s), and when ready assist and supervise data entry and management of project data base(s)
  • Conduct/initiatestudies to document implementation and impact of different project approaches;
  • Ensure timely data collection, analysis and reporting on key programme indicators on a monthly basis;
  • Support the review of review of data with DNCC members and prioritise planning based on data and gaps identified;
  • Prepare technical reports as may be required or requested and prepare and an end-of-assignment report;
  • Represent FAO in the district level M&E forums and coordination structures in matters of M&E, and
  • Carryout any other related tasls as may be required by the AFAOR for programs

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Degree in Agriculture Economics or related subject with appropriate technical experience in the agricultural/food security sector
  • At least five years of proven experience in monitoring of agricultural activities and projects
  • National of Malawi

Technical/Functional Skills

  • Strong technical skills in developing reporting systems, database management and statistical analysis (qualitative and quantitative data collection and analysis), and tailor made training in M&E.
  • Proficiency in the use of Microsoft Office and Excel in particular (knowledge in SPSS and STATA will be an added advantage)
  • Experience in working with/or in government departments, national and international NGOs and other UN agencies is desirable

  • Good communication (both oral and written) skills
