Organizational Setting

The main aim of the FAO country office, which is headed by an FAO Representative, is to assist the government in developing policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

FAO is implementing and planning a number of projects aimed to strengthen the resilience and socio-economic cohesion amongst Syrians under Temporary Protection (SuTP) and vulnerable host communities in rural areas in Turkey through support to agricultural livelihoods and access to employment in the agri-food sector.

Reporting Lines

The NPP will work under the overall supervision of the FAO Sub-regional Coordinator for Central Asia and FAO Representative in Turkey, direct supervision of the National Operations Specialist, technical guidance of the Project Coordinator and Lead Technical Officer (LTO) and in collaboration with FAO Turkey team, the Syrian Refugee Response Programme (SRRP) team in particular.

Technical Focus

Project Cycle Management (PCM), donor compliance, alignment of project actions to PCM guidelines, field programme development, implementation and quality assurance, and supervision and guidance of FAO operational work.

Tasks and responsibilities

  • In line with FAO Project Cycle, ensure data concerning relevant project/programme is up-to-date in the Field Programme Management Information System (FPMIS), with relevant documentation uploaded and updated as appropriate;
  • Collect and compile data from FPMIS on project/programme activities to support reporting on project/programme delivery;
  • Assist in drafting initial project budgets, revisions and amendments, and inputting the data into FPMIS;
  • Provide assistance with project/programme work-planning (eg Human Resources (HR) and procurement plans);
  • Provide information and updates on project/programme expenditures and status of project/programme budgets;
  • Process, format and proof-read project/programme reports, documents, and correspondence from draft texts, related to the project/programme;
  • Provide assistance in preparing Letter of Agreements (LoAs) with various entities, ensure regular and timely follow up actions, from development phase until completion and closure of the LoAs;
  • Provide assistance in preparing procurement solicitations for goods and services as appropriate, in consultation and liaison with colleagues in the Administration Unit in FAO country office;
  • Provide support in initiating the recruitment of staff and consultants, facilitate the fulfilment of relevant management requirements (eg: extension of contracts, completion of Quality Assessment Reports and evaluations of probationary periods by supervisors etc), assist with duty travel and consultant appointment travel;
  • Initiate and/or follow up on required administrative and financial actions in FAO corporate systems related to HR recruitment, management and support; travel; payments; and procurement (including LoAs);
  • Make arrangements for project/s-related meetings, trainings and events: implement logistics, prepare correspondence, compile and distribute documents;
  • Assist with field related security and compliance with UNDSS requirements, in consultation with FAO country office, including but not limited to security requirements related to travel, office, accommodation, communications;
  • Review and direct correspondence, calls and queries to appropriate contacts; provide background information; respond to routine enquiries;
  • Perform other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Secondary school certificate
  • Working knowledge of English and fluency in Turkish
  • 3 Years of experience in project/programme financial and/or administrative support work
  • National of Turkey
