Organizational Setting

The position is located in the FAO offices, Quetta, with travel to the District of Balochistan. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

The position is at SB4 SC8 level

Reporting Lines

Under the overall supervision of the FAO Representative in Pakistan and in close coordination with Assistant FAOR Programme, the incumbent will be technically supervised by Senior Project Officer, Balochistan and the Chief Technical Advisor, THAzA.

Technical Focus

The FAO Infrastructure Engineer will be responsible for the day-to-day management of all THAzA project infrastructure activities in the province, in close coordination with other implementing partners and beneficiaries. He / she will have the technical and reporting responsibilities to ensure smooth implementation of THAzA project grant facilities and other civil works in FAO Balochistan Programme.

Tasks and responsibilities

The Infrastructure Engineer will be responsible to deliver and accomplish the construction and/or rehabilitation of facilities in compliance with the project’s goals and objectives. She/he will be in charge of the day to day management and supervision, ensuring the overall efficiency and effectiveness of activities undertaken to achieve timely delivery of infrastructures. She/he will be responsible for providing technical assistance to the country office team, including inputs to the development of the construction strategies as well as policies for the maintenance of the infrastructures, the incumbent will be assigned the following tasks:

  • Generally responsible for implementations of all civil works at site.
  • Coordinate with the program team in planning, implementation, evaluation and reporting the civil/infrastructure facilities in the field.
  • Performs designs of civil works for various rural infrastructure and horticulture value chain facilities, including cost estimates, drawings and tender documents.
  • Estimates, prepares and assigns the resources such as manpower, materials, consumables, equipment, tools, etc., required for all civil works prior to execution.
  • Helps in preparation and evaluation of related tender documents and contractors’ bids.
  • Plans and analyses all possible construction methodologies and recommends the best options for approval prior to execution at site.
  • Interprets construction drawings and studies the contract documents and applicable standards or specifications prior to execution of any jobs.
  • Manages directly and provide engineering and technical supports to all the civil work groups and beneficiaries of the project at site.
  • Plans the execution of all civil related works and coordinates the works to electrical, mechanical or related specialists.
  • Monitors the actual physical works at site using effective performance and reporting tools.
  • Coordinates with the contractors, implementing partners, beneficiaries, government counterparts and supervisor for any site instructions, wok plans, quality assurance and inspection of works.
  • Assign targets for accomplishments and ensure targets are met on daily basis for all civil works at site.
  • Maintains and submits site daily reports/logbooks, inspection requests, estimates and all applicable monitoring reports on regular basis.
  • Ensures that all the works done are in accordance with the approved construction drawings, contract documents, project specifications, and all applicable standards whether local, national or international standards.
  • Ensures that all site works are done according to all applicable quality standards.
  • Directly responsible for the safety of all infrastructure/construction personnel of the civil works by ensuring that the project execution will be done according to all applicable health, safety, sanitary and environmental standards.
  • Performs other related duties as may be required.

Minimum Requirements

  • University degree(s) in Civil/Structural Engineering.
  • 08 years’ of relevant experience within agriculture or horticultural sector, with the private sector and development entities.
  • Familiarity with civil engineering software and applications for design and planning of infrastructure works;
  • Working knowledge (Level C) of English. Good knowledge of local languages in Balochistan;
  • National of Pakistan
