Organizational Setting

The main aim of the FAO Country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. The position is located in Kampala, Uganda.

Reporting Lines

Under the overall technical guidance of the Human Resources Division, liaising with the Regional HR Officer the NPP (HR) reports to the Senior Administrative Assistant and works closely with the HR & Travel and Operations teams.

Technical Focus

Provide support in human resources matters related to the project.

Tasks and responsibilities

The NPP (HR) will be responsible for the following tasks:

  • Support with the preparation of vacancy announcements;
  • Carry out screening of applications (shortlisting)
  • Participate in scheduled interviews as rapporteur to (i) take minutes, (ii) keep a record of individual scores and (iii) draft the Interview/Selection report.
  • Provide support with appointments, extensions, transfers, terminations, etc.;

  • Support the Senior Administrative Assistant to analyse, carry out and follow-up on a variety of complex human resources requests from staff and non-staff

  • Provide support with the briefing and de-briefing of staff, provide information as to staff entitlements and specificities of contracts, human resources policy-related issues as well as social security, insurance and administrative law ;
  • Provide support updating organization charts and staffing tables; draft correspondence, reports and statistics related to human resources as appropriate;
  • Provide support updating confidential personnel information, records and files; ensure completeness and accuracy of records and that follow-up system on actions are taken;
  • Support the Senior Administrative Assistant to investigate and resolve payment inquiries in collaboration with the FAO Uganda Finance Unit; prepare payment instructions accordingly;
  • Perform other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Bachelor’s degree (or equivalent) in Human Resource Management, Business Administration or related subject
  • Four years of relevant experience in administrative and human resources support work
  • Working knowledge of English
  • National of Uganda.

Technical/Functional Skills

  • Excellent knowledge of the essential elements of Human Resources activities and transactions, including corporate policies, rules and procedures
  • Experience with UN or other humanitarian organizations is desirable
  • Very good knowledge of relevant corporate computerized systems
  • Good knowledge of the communication and documentation standards
