NATIONAL PROJECT PERSONNEL - ANTIMICROBIAL RESISTANCE (AMR) NATIONAL COORDINATOR

Overview

Coordinate AMR initiatives and strengthen collaborations in Mozambique.

You have:

• Advanced University Degree in Veterinary Medicine or related field and post-graduate extensive experience in Veterinary Microbiology or Public Health in the field of AMR
• Five years of relevant field experience in animal health activities public health programs at national international levels
• Fluency in English
• National of Mozambique

Organizational Setting

Within the framework of the Food and Agriculture Organization of the United Nations (FAO) Emergency Centre for Transboundary Animal Disease Operations (ECTAD), under the policy and technical guidance of the Animal Health Officer/ECTAD Global Coordinator (NSAH), in line with programme management guidance from the Emergency and Rehabilitation Officer/ECTAD Global Programme Budget Holder (OER), the functional and administrative supervision of the FAO Representative in Mozambique, the direct supervision of the ECTAD country team leader in Mozambique, and in collaboration with ECTAD country and regional teams in Eastern Africa.

Technical Focus / Tasks and responsibilities

The incumbent will undertake the following duties and responsibilities:

• Facilitate and contribute to the process of implementing the national action plan (NAP) on AMR to reduce the threat of AMR in the agriculture, livestock production and fisheries sectors using a One Health approach on:
• Strengthen of the National One Health Antimicrobial Resistance Coordination Committee, associated Technical Workings groups at both National and sub-national levels. This include but not limited to (i) ensuring the committee includes all relevant sectors (Aquaculture, crops, public health, animal health), private and public sectors representatives, and relevant disciplines and partners such as GHSA implementing partners. (ii) Develop plan of action (POA);
• Development / update the NAP on AMR and contribute to its operationalization in collaboration with internal and external stakeholders;
• Contribute to baseline assessments of AMR in the agriculture sector (e.g., including along livestock value-chains, etc.) and coordinate and implement infection prevention and control activities: A&C, including development of KAP surveys;
• Contribute to the formulation and implementation of intervention package/best practices that reduce the risk of AMR based on the outcome of the assessments;
• Contribute to the preparation of program work plans and detailed implementation plans (DIPs);
• Provide support to relevant National Institutions in the implementation of global, regional and national surveys and assessments including liaising with relevant ministries and other stakeholders;
• Contribute to the implementation of the AMR communication strategy in collaboration with relevant stakeholders (this includes but not limited to supporting of the organization of the World Antibiotics Awareness Week (WAAW);
• Ensure timely communication across programs and levels of the Organization as well as partners, ensuring timely dissemination of information and feedback;
• Supports the Organization to efficiently deliver the organizational and logistical requisites for coordinating with stakeholders and organizing events;
• Contribute to the implementation of the AMR Surveillance strategy in collaboration with the National Epidemiologist and the laboratory team;
• Contribute to development of an electronic system for AMR surveillance records and sharing of information at least at national level;
• Liaise with the National M&E specialist in the development of the AMR plan / workplan;
• Engage and collaborate with relevant national authorities, institutions, organizations, and stakeholders including the WHO and OIE national focal point and delegates to promote FAO/OIE/WHO Tripartite collaboration in support of the implementation of the Global Action Plan on AMR;
• Assist in the organization of planned training workshops and technical meetings;
• Participate in weekly Regional ECTAD epi-lab coordinating calls, and contribute to AMR epidemiological intelligence at National and Regional levels through sharing updates on any significant epidemiological events with the ECTAD Country Team Leader and FAOR;
• Provide inputs to project concept notes, project proposals in support to resources mobilization;
• Produce periodic reports on project implementation status;
• Perform other duties as required.
