Organizational Setting

FAO assists governments to develop policies, programmes and projects to address hunger and malnutrition, and provides technical support for the sustainable development of their agricultural, fisheries and forestry sectors and to respond to cries. FAO in collaboration with the Government of Malawi and with support of multiple development partners is implementing a wide range of activities to improve livelihoods of small-scale farmers as well as assisting a more inclusive and sustainable development in the country. FAO Malawi is currently supporting the Government to strengthen community-based resilience in vulnerable rural areas, facilitate a more sustainable management of natural resources and supporting nutrition-sensitive agriculture. Likewise, FAO provides and mobilizes technical assistance required by the country in areas related with agriculture production, agriculture economics and other areas relevant.

Reporting Lines

The Anticipatory Action and Disaster Risk Management Specialist will be under the overall supervision of the FAO Representative in Malawi and the technical supervision of the Senior Project Officer and the Head, Coordination Section.

Technical Focus:

The Anticipatory Action Specialist will interact with all colleagues within the Coordination and Technical Sections as well as District Coordinators and their teams. Likewise, he/she will work closely with stakeholders such as Government Technical staff at national level, district councils, Non-Government Organizations (NGOs), Community-Based Organizations and UN agencies.

Tasks and responsibilities

The incumbent will work more specifically:

  • Analyse existing vulnerability and disaster risk information to identify risks to agriculture and food security, priority areas and livelihoods.
  • Consolidate early warning information on the priority risks and support the selection of key indicators for primary climate risks.
  • Identify and fine tune early warning triggers, i.e. the risk level thresholds beyond which financial resources should be rapidly allocated to prevent and mitigate the impact of a forecast hazard on agriculture and food security.
  • Revise and adjust formulated crisis timelines overlaying seasonality, livelihood impacts information to identify timings for early warning and anticipatory action.
  • Define, with support of international Anticipatory Action consultants, the protocols and standard operating procedures for linking early warning to anticipatory action, including precise roles and responsibilities for risk monitoring and implementation.
  • Facilitate design of Anticipatory Action interventions in close collaboration with technical staff of FAO and the Government of Malawi.
  • Support the operational and timely implementation of anticipatory action at country level by conducting field missions, advising on appropriate actions and operational arrangements as well as accessing the Anticipatory Action Fund.
  • Lead efforts to embed Anticipatory Action into the national policies such as contingency plans, and local disaster risk management (DRM) systems, especially for agriculture and food security sectors.
  • Act as FAO focal point for CERF Pilots, providing technical guidance to interagency teams on anticipatory action and FAOs approach to the concept.
  • Liaise with social protection and cash preparedness experts in FAO, UN agencies and Government of Malawi to further explore the link with Anticipatory Action and how these systems can be streamlined into Anticipatory Action approaches, especially for rural communities in Malawi.
  • Provide technical support and advice to social protection and cash preparedness experts to carry out feasibility studies and establish recommendations to move forward with linking these thematic areas to Anticipatory Action (policy dialogue paper).
  • Strengthen partnerships and inter-agency efforts on Anticipatory Action at country level, through the AA community of practice (COP); food security and nutrition cluster. This includes fostering collaboration on early warning (e.g. common triggers, joint alerts; joint activations and appeals) as well as coordinated anticipatory action implementation on the ground.
  • Facilitate technical support in areas related with Climate information analysis, DRM and Natural Resource Management, particularly for the design of investment projects.
  • Support efforts to engage donors and new partners on the Anticipatory Action and DRM agenda.
  • Externally represent and advocate AA with donors, government counterparts, technical partners and UN Agencies.
  • Support efforts to institutionalize Anticipatory Action with key government partners.
  • Support capacity building activities at country level, including the delivery of FAO Anticipatory Action learning programme.
  • Support communication efforts through tailored products and different means including web, photo/video, social media and press releases.
  • Carrying out other tasks as assigned.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Degree in one of the following: Development Studies, Humanitarian Assistance, Natural Resource Management, Early Warning and Risk analysis, Climatology, Disaster Risk Management, Social/Political Science, Food Security or related fields of the organization.
  • Minimum of 5 years of relevant experience in humanitarian and agricultural/rural development sectors including work experience with national and international NGO’s, UN agencies, governments and donors.
  • Working knowledge of English
