Organizational Setting

The Sub-Regional Office for the Caribbean (SLC) is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing sub-regional food, agriculture and rural development priorities. It develops and maintains relations with sub-region wide institutions including Regional Economic Integration Organizations (REIOs). The Sub-Regional Office is a subsidiary of FAO’s Regional Office for the Latin America and the Caribbean (RLC).

Reporting Lines

The NPP will work under the overall supervision of the Sub-Regional Coordinator and the direct supervision of the Project Coordinator and the programme officer. He/she will work in close collaboration with the Lead Technical Officers and the national coordinators in the different countries involved.

Technical Focus

The Mexico-CARICOM-FAO Initiative Cooperation for Adaptation and Resilience to Climate Change in the Caribbean has three components:

  • Component 1: Strengthening the institutional capacities of the CARICOM member countries in relation to livelihoods and well-being, with focus on three main sectors:
  1. Addressing the water-energy nexus in agriculture, seeking to improve the efficiency of water resources to increase agricultural productivity using technological innovations.
  2. Resilient school feeding programs, which link the purchase of products from small farmers and fish farmers to the promotion of a national normative-political framework that facilitates access to healthy diets produced locally and benefitting the most vulnerable population and children.
  3. Resilient aquaculture by increasing the capacities of Aquaculturists for better production, greater influence on the market and greater recognition by the community, of the role of ecologically sustainable aquaculture practices in creating food security and wellbeing.
  • Component 2: Facilitating access to climate and environmental financing to strengthen the capacity of the countries to design and negotiate projects aimed at resilience and adaptation to climate change.
  • Component 3: Carrying out effective and efficient management of the initiative and knowledge.

Tasks and responsibilities

  • Assist in the operational and administrative management, as well as daily monitoring of the activities carried out in the project, in accordance with the rules and regulations of the Organization;
  • Monitor budget estimates, actual expenditures, obligations, and available balances and assist with the preparation of budget revisions as required;
  • Initiate the processes of hiring and monitoring the administrative aspects related to the contracts of the project personnel, including the preparation of the pertinent documentation for its processing through the SLC Administration Department;
  • Initiate the processes of acquisition of equipment, materials and services of the project, including the preparation of the pertinent documentation for its processing through the SLC Administration Department;
  • Responsible for the preparation of the project's financial reports and spending monitoring.
  • Other activities that are considered necessary for the good administration and financial management of the project.
  • Monitor financing mechanisms associated with the LoA project, MoU with project partners and counterparts and co-financing associated with the project
  • Guarantee the coherence of project POA to Initiate the processes of contracting and monitoring of budget related to the contracts of the project personnel, including the preparation of the pertinent documentation for its processing through the SLC Administration Unit;
  • Guarantee the coherence of PRODOC and procurement plan to initiate the processes of acquisition of equipment, materials and services of the project, including the preparation of the pertinent documentation for its processing;
  • Support the organization of events including identification of participants, development of technical documentations, preparations of minutes and reports and provide the appropriate information to guarantee the logistics of events and trips developed within the framework of the project;
  • Ensure a proper filing of the Project documentation;
  • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree (BA/BS) in business, public administration, economics, social sciences, or related filed, preferably with specialization in finance, accounting, resource management, project management, or other relevant field is required;
  • Minimum of three (3) years of relevant work experience;
  • National of Barbados.

Technical/Functional Skills

  • Work experience in more than one location or area of work particularly in field positions is desirable;
  • Extent and relevance of experience in programme/project administration ;
  • Excellent communications, report writing and analytical skills.
  • Extensive Experience within the Caribbean
  • Proficiency in Microsoft Office applications is required and in other applications of programming, statistical analysis, design, and/or project management is desirable. Full proficiency in English is required; god knowledge of Spanish is an added advantage;
  • Analytical skills and ability to coordinate numerous ongoing initiatives;
