**OVERVIEW** ------------ Post Number : 6ZWED0022PA Grade : NO-C Parent Sector : Education Sector (ED) Duty Station: Lusaka Job Family: Education Type of contract : Project Appointment Duration of contract : 2 years, renewable Recruitment open to : Internal and external candidates Application Deadline (Midnight Paris Time) : 24-NOV-2023 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism ***Duration of contract: initially 2 years, with possibility of extension subject to availability of funds and satisfactory performance.*** ***Only nationals of Zambia are eligible to apply for this position.*** **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- Under the overall authority of the Assistant Director‐General for Education, the authority of the Director of the UNESCO Regional Office for Southern Africa (UNESCO ROSA) in Harare, the direct supervision of the Education Unit Head and in close collaboration with the Unit for Strategic Planning, Monitoring, Institute and Field Coordination of the Executive Office of the Education Sector and the Section for Teacher Development, the incumbent will act as the Coordinator for activities related to the objectives of the “Facility for Action for Climate Empowerment to achieve the National Determined Contributions” (FACE-NDC) project and the Capacity Development for Education (CapED) program in Zambia. S/He shall lead the overall planning, implementation, monitoring, reporting, evaluation and documentation of the projects. Specifically, the incumbent will undertake the following functions: Long Description ---------------- **1. PROGRAM AND PROJECT WORK** - Coordinate the implementation of the FACE-NDC project and CapED Program in compliance with specific objectives, expected outputs, and activities while aligning with SDG goals and national priorities, through the lens of gender equality and inclusiveness. Propose linkages for UNESCO's education initiatives on climate change, ESD, and teacher development at the national and regional levels. Identify and enhance inter-sectoral collaboration opportunities in close cooperation with relevant stakeholders. - Support Ministry of Education to mainstream climate change education in the education sector as well as at school level and advance teacher-related agenda by inter alia spearheading the development of national teacher policy and institutionalization of social dialogue framework for teachers. Support the strengthening of the existing inter-ministerial structure to foster national ownership. - Undertake desk review, analysis or research activities on issues related to climate change, ESD, teachers and GRP to map and document good practices in the education sector to expand the knowledge base for evidence-based policy making, curriculum review, teaching and learning material development. - Within the context of the FACE-NDC project and CapED Program, perform harmonized national capacity development related activities targeting education officials at national, provincial and district levels, teachers, facilitators, trainers, curriculum developers, and other partners. - Consolidate and disseminate findings and information on the FACE-NDC project as well as the CapED Program in Zambia to engage national stakeholders and development partners, inform policy review and development, curriculum and syllabi revision, including through organization of workshops and creation of Communities of Practice (CoPs) at different levels. - Long Description ---------------- **2. NETWORKING AND PARTNERSHIPS** - Liaise with colleagues within the Sector and in other Sectors, in own and other Field Offices, Headquarters, Category I Institutes in Education and stakeholders, especially global coordination team of the CapED Program based at HQ, to discuss developments and to archive information on Education initiatives, baselines, impact measurements. - Work with stakeholders and public and private partners to support the development and implementation of national education policies, strategies and plans as well as monitoring and evaluation: Government, UN system-wide Results Groups, Local Education Groups, NGOs, universities, research institutes, multi and bilateral agencies, and civil society organizations. - Represent UNESCO’s Education Section in the existing and relevant UN Results Groups and Local Education Groups in the Zambia Education sector to foster UNESCO’s visibility and exchange in information and best practices. Long Description ---------------- **3. RESOURCE MOBILIZATION** - Contribute to resource mobilization for the country by developing concept notes and project proposals on the basis of situational analysis and needs assessments and in accordance with the C/5. Liaise with UN Agencies and other development partners in the framework of joint programs and education grants such as GPE-supported opportunities. Prepare and follow up on submissions, coordinate donor meetings. - Oversee and directly contribute to the donor proposal development process. Gather insights about specific fundraising opportunities and brief the concerned colleagues. Support the conceptualization and development of project proposals with substantive input from Project Officers and field staff. Coordinate the contribution from colleagues and ensure timely and quality donor proposal submission. - Support UNESCO ROSA’s efforts to strengthen the existing donors’ relationships, and further expand the office network with new prospects. Develop and enhance UNESCO ROSA’s understanding of potential and existing donors through deeper donor analysis, regular meetings and communication, active monitoring of call for proposals and funding opportunities, donor briefing sessions, and provide a systematic follow up of all opportunities at the global, regional and national levels. **COMPETENCIES (Core / Managerial)** ------------------------------------ Communication (C) Accountability (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Professionalism (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- ***Education*** - An advanced university degree (Master’s degree or equivalent) in the field of education for sustainable development, social sciences, development studies, economics or closely related areas ***Work Experience*** - Minimum of 4 years of relevant professional experience in the field of Education and Teachers, or Environmental, Climate Studies; of which preferably 2 years’ experience in educational policy, curriculum review, teacher education, planning and management, gender mainstreaming and capacity development programs. - Experience in country level education sector reform and planning, with a good understanding of approaches to reforming intersecting equity issues in education service delivery and finance. - Experience in project management, team building and management of education programs. - Experience in working with government partners. - Experience managing complex work programs through the full scope of work program, budget development, implementation, monitoring and reporting. ***Skills and Competences*** - Good understanding of Teacher education and ESD in Teacher Education in the Southern African region, preferably also with STEM related disciplinary background. - Good computer and other IT skills with excellent skills in MS Office. - Strong strategic and analytical skills. - Excellent communication skills. - Ability to interact with a wide range of high–level partners. - Ability to work in result oriented teams. - Research background including strong analytical and writing skills. ***Languages*** - Excellent knowledge (written and spoken) of English and knowledge of atleast one local language. DESIRABLE QUALIFICATIONS ------------------------ ***Work Experience*** - Experience working within the UN System or other international development organizations. - Experience in the field of Education program coordination, program management, program design and implementation. - Experience in promoting or contributing to South-South cooperation in teacher education and ESD policy and capacity building at national and /or regional context. - Experience or training in education, sustainable development and education for sustainable development issues linked with the 2030 Global Agenda. **BENEFITS AND ENTITLEMENTS** ----------------------------- UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc. The approximate annual starting salary for this post is US $45,082.
