UNESCO focuses on supporting national institutions, and stakeholders to transform and strengthen their education systems to be more resilient and responsive to crisis, while building strong governance and education management systems for evidence-based planning and monitoring. Data driven education policy and planning also support Jordan’s education system post Covid-19 pandemic and responds strategically to emerging challenges such as learning and equity losses. Through different initiatives, UNESCO is supporting the Ministry of Education (MoE) of Jordan to strengthen their EMIS platform in support of decision-making, policy analysis and formulation, planning, monitoring, and management at all administrative levels. In 2014, the MoE in Jordan selected the Open Education Management Information System (OpenEMIS) as their preferred Education Management Information System (EMIS) platform for data collection, management, and use. OpenEMIS is an initiative developed by UNESCO, in response to Member State’s need for tools to assist with educational strategic planning. Over the years, through European Union (EU) support, and then through a Multi Partners Trust Fund (Canada, Italy, Norway, Switzerland) focusing on system strengthening, UNESCO has provided technical support at different levels such as related to the enabling environment, the system soundness, or software development. To complement on-going system strengthening support, a new partnership between MoE, UNESCO and the European Union has been launched under the project ‘Technical assistance to support Jordan’s MoE’s EMIS platform for enhanced evidence-based decision making’ (2023-2024). The EU supported project aims to support the MoE’s strengthening of its enabiling environment for OpenEMIS, through the operationalization of its EMIS Policy, while also supporting the MoE to migrate their EMIS towards a sustainable and robust hosting solution. In addition, enhancements to OpenEMIS will be undertaking to improve data quality, accuracy and utilization, including enhanced data on refugees. All activities will be implemented using a strong capacity development approach and will be in line with the MoE’s EMIS Operational Plan (2020-2025) and the Education Strategic Plan (2018-2025). Within this context, UNESCO is seeking to hire a National Project Officer to support the implementation of the aforementioned project. Long Description ---------------- Under the overall authority and guidance from the Head of the UNESCO Jordan Office, and the Head of the Education Unit, and direct supervision from the Programme Manager (System Strengthening Portfolio), the National Project Officer will be responsible for carrying out the following tasks and responsibilities in close collaboration with the System Strengthening team: - Provide support for the programmatic implementation and coordination of the "Technical assistance to support Jordan’s MoE’s EMIS platform for enhanced evidence-based decision making" project. - Provide support for the project monitoring and reporting in line with UNESCO and EU agreement and established guidelines and procedures. - Provide on-the-job technical advice and support to the MoE linked to system strengthening key priorities such as evidence-based planning, data management, strategic planning, monitoring and reporting and EMIS related matters. - Liaise and coordinate with selected implementing partners, and experts to support the implementation of the project, including providing necessary oversight to ensure technical and operational quality assurance of project deliverables, and support for related administrative/contract management when necessary. - Take part and support in the organization of relevant internal and external coordination meetings and provide technical inputs.
