Long Description ---------------- **1. Programme implementation** - Finalize the operational plan in consultation with stakeholders and UNESCO. - Supervise administrative matters concerning the activities of the programme, including development of terms of reference, contract and financial management. - Provide overall coordination of the programme by liaising with the main counterparts and ensure regular communication and consultation with stakeholders and UNESCO staff, including UNESCO Headquarters, UNESCO’s Asia and Pacific Regional Bureau for Education, and other relevant UNESCO institutes or affiliates to implement programme activities in a high quality and timely manner. - Ensure better coordination between this programme and the education regular programmes and extra-budgetary projects of UNESCO Kabul Office. - Organize and coordinate seminars, conferences, consultation meetings and other activities for diverse target groups according to the approved project work plans and prepare and document minutes of key internal and external meetings. - Work with the Head of Education Unit to maintain active presence in meetings and events with donors and international partners such as other UN entities and NGOs. **2. Technical assistance** - Provide necessary assessments, technical input and policy advice to programme areas. - Keep abreast of the education sector development in Afghanistan and in the region and identify best practices to facilitate implementation of the programme. - Support the capacity building of relevant staff from the programme team and, if the environment allows, relevant stakeholders implementing the programme activities with UNESCO. **3. Programme monitoring, evaluation, reporting and communication** - Develop a monitoring and evaluation plan as well as a communication plan for the programme. - Periodically review and refine programme activities and adjust programmatic and financial plans as necessary. - Work collaboratively with the Head of Education Unit to design and implement a risk matrix for the programme, and report regularly on the risks related to the successful delivery of the programme. - Analyze, edit and compile programme documentation and prepare briefing papers, social media blurbs, website articles, and other supporting documents for internal use, particularly with a view to making strategic decisions and adding technical value and input to programme activities. - Coordinate periodic meetings and prepare periodic narrative reporting to the donor and liaise with UNESCO Headquarters to ensure that periodic financial reporting is submitted to the donor in a timely manner. - Upload relevant programme documents onto designated platforms and/or shared drives to ensure good maintenance of the institutional memory of UNESCO Office in Afghanistan. - Lead the planning and identification of an external evaluator to complete the external evaluation of the programme and follow up with the evaluator, ensuring the successful completion of the external evaluation. **4.
