**OVERVIEW** ------------ Parent Sector : Education Sector (ED) Duty Station: Baghdad Job Family: Education Type of contract : Non Staff Level : Level 2 Duration of contract : From 7 to 11 months Recruitment open to : Internal and external candidates Application Deadline (Midnight Paris Time) : 31-March-2021 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- ***Background*** In 2019, in response to the Government of Iraq’s request for technical support in addressing aims, as outlined in the Recovery and Resilience Program, Supporting Preventing Violent Extremist framework, and within the Revive the Spirit of Mosul Initiative, UNESCO initiated its work on the Prevention of Violent Extremism through Education in the complex post-conflict setting of Mosul city in Ninewa governorate through two projects funded by the Governments of the Netherlands and Japan. The projects trained a pilot group of teachers, parents and school administrators on a contextualized PVE-E program. Building on this foundation, in 2020, UNESCO mobilized financial contribution from the Government of Canada to support its ongoing efforts in implementing the Gendered Approached to Prevention of Violent Extremism (PVE) through education in Iraq project. The project aims at fostering a new sense of community where community members are more resilient to radicalising narratives and actively participating in processes to build peaceful co-existence in the liberated areas of Al Anbar and Ninewa governorates. It is underpinned by education that nurtures critical thinking, values and behaviours associated with mutual respect and co-existence. UNESCO aims to achieve this objective by improving the role of the education system (primary, secondary and higher education – including building the capacities of education actors such as teachers, school administrators, parents and student leaders in 250 schools in Iraq) in nurturing resilience to the push and pull factors associated with violent extremism, through Global Citizenship Education (SDG Target 4.7). To support UNESCO in realizing the objectives of the project the associate project officer input is envisaged. The incumbent will be responsible for the implementation and follow up of the project in Al Anbar governorate and, if necessary, other UNESCO education projects in Iraq. **Scope of Assignment** **1. Purpose and Objectives of the Assignment:** Under the overall authority of the Director of UNESCO Office in Iraq, the guidance of the Chief of Education, direct supervision of the Project Officer for PVE-E, and in collaboration with other staff for the “Gendered approach to Preventing Violent Extremism through Education in Iraq” Project (525IRQ1000), the Associate project officer will be based in Al Anbar and will be responsible for providing assistance through the delivery of the following tasks: **2. Duties and Responsibilities** 1\. Liaison with national and international stakeholders in the implementation of project activities in the targeted governorate (Al Anbar): a. Maintaining regular contact and facilitating communication, coordination and programme reviews with b. relevant ministries and governmental departments, implementing partners, service providers, other UN agencies, non-government organizations and other stakeholders. c. Liaising and coordinating with national and international stakeholders to obtain maximum benefit and efficient use of resources in the implementation of project activities and avoid duplication of efforts. d. Monitoring all PVE-E, PTA, PSS and other project related activities in the targeted governorate and providing regular updates. e. Representing UNESCO in relevant meetings and coordination groups and facilitating communication by taking minutes, providing interpretation and translating relevant documents. **2. Provide support to project activities’ planning, implementation, and administrative follow up:** a. Contributing to development and effective execution of the project’s work plan and log frame. b. Providing technical support and assistance to UNESCO, stakeholders and partners in the planning, management, and implementation of projects activities. c. Supervising the organization of program events, such as workshops, training, missions, etc. including preparing agendas, documents and reach‐out material, identifying venues and services, organizing travels of participants, ensuring interpretation and translation. d. Providing support in drafting the terms of reference, ensuring follow‐up of the contracting and ensuring e. timely submission of compliant supporting documents for payments for consultants and institutions. f. Contributing to preparation of budgets for activities and assisting in the monitoring of expenditures and in the preparation of budget revisions. g. Coordinating with the finance and administration unit on timely delivery of assistance activities, as well as requesting disbursement of funds and payments. h. Drafting internal memos, official correspondence, press‐notes, web site, and other outreach activities. i. Coordinating and reviewing translation with outsourced translators and providing feedback for improvement. If applicable follow-up finalisation of timely printing and dissemination of material for trainings, workshops, etc. j. Receiving and screening all internal and external communications, and attaching necessary background k. information for review by supervisors. l. Maintaining the project/s records and reference files. Long Description ---------------- **Organizational Environment and Partnership** The candidate shall be performing her/his tasks within the specific operating standards, guidelines, requirements, techniques and/or methods. The candidate will be working under the overall supervision of the Director of the UNESCO Office for Iraq and the direct supervision of the Project Officer entrusted with the implementation of the project “Gendered approach to Preventing Violent Extremism through Education in Iraq”, who will be giving her/him instructions, reviewing her/his work in terms of quality of outputs and shall be giving guidance on the implementation of the project. The candidate will also work closely with colleagues from the Finance and Administration unit, the procurement officer based in Baghdad, the project assistant and the national project officer based in Erbil. **Deliverables and timeline** - The individual consultant shall submit to UNESCO within the written proposal a clear timeline with the deliverables for each month. - Expected results Results will be measured against achievement of outputs and objectives, which will be monitored by the Project Officer. Expected time-limited duration of the assignment Overall, Seven months from date of hiring, with the possibility of extension, subject to performance and availability of funds With initial contract for a probationary period of 3 months renewable subject to satisfactory service and the availability of funding. Academic qualifications** • University degree in Education, International Studies/Relations, Civil Engineering, Business administration, management, or any other related field. **2. Years of relevant work experience** Minimum four years of relevant experience that include but not limited to: • Peace Education and educational programming in conflict/post‐conflict contexts. • Knowledge of UNESCO’s (or other UN agency’s) education work in a conflict/post‐conflict country • Supporting education reform projects and/or major donor funded education projects. **3. Language requirement** • Fluent in Arabic – oral, written, comprehension • Fluent in English – oral, written, comprehension **4.
