As Myanmar seeks to further its education reform efforts, CapED seeks to strengthen Myanmar’s national capacities to fully realize its policy priorities, in alignment with international frameworks, particularly the Sustainable Development Goal 4-Education 2030 Agenda. Long Description ---------------- Under the CapED programme, UNESCO has been supporting the MOE in the strengthening of Myanmar’s Education Management Information System (EMIS) since 2013, following the classification of data management as a priority action area through its Comprehensive Education Sector Review. The EMIS implementation strategy has two phases of module development with additional modules to be established as required. Phase I commenced in February 2018, it included the development of the Human Resources (HR) and Basic Education (BE) modules. Phase II development began in November 2018 and included the Higher Education (HE)/Technical and Vocational Education and Training (TVET), Alternative Education (AE) and Finance, Asset and Procurement (FAP) modules. This comprehensive system ensures that data is received from all levels all education sub-sectors; all captured securely and uniformly in one place. The school mapping system that has been developed concurrently, ensures that key school-based data are geo-coded. Together these two systems ensure that MOE can make evidence-based policy decisions using the latest data available and can monitor in more detail the progress towards the implementation of its policy objectives. In 2021, UNESCO will continue to provide technical assistance and capacity building support in the strengthening of Myanmar’s EMIS. As more partners become involved in supporting EMIS implementation, UNESCO will play a key role in ensuring that development partners’ support are well-coordinated and feed into a single integrated EMIS system. **MAJOR DUTIES AND RESPONSIBILITIES** ------------------------------------- Under the overall authority of the Director of the UNESCO Asia and Pacific Regional Bureau, the direct supervision of the Head of UNESCO Office in Myanmar, and in close collaboration with the Education Experts and Officers of the CapED Myanmar team, the incumbent will provide technical assistance and capacity-building support to the Ministry of Education (MOE) in the development of Myanmar’s Education Management Information System (EMIS) and school mapping system, while assisting with the day-to-day coordination of CapED’s Pillar Two activities. In particular, s/he shall assume the following responsibilities: Long Description ---------------- 1\. Provide technical assistance and advice to MOE in the Phase II development and implementation of an integrated, decentralized and sector-wide EMIS, including support for: a) Review of technical documents related to software development and update of the EMIS; b) Coordination of software developers and technical quality assurance in regard to the development and update of the EMIS and alignment with other systems of MOE; and c) Close coordination with the responsible departments of MOE to strengthen the institutional capacity within MOE, ensuring that the system development, implementation and update of EMIS and school mapping are well-aligned to avoid overlap and irrelevance. 2\. In close coordination with MOE, organize structured workshops and on-the-job trainings to build the capacity of MOE, particularly members of the EMIS Implementation Unit and departmental and decentralized Education Office focal points, to manage and deploy EMIS implementation. 3\. Assist with documentation of all aspects of development and update of EMIS and school mapping, including system documentation, training documentation and EMIS progress reports, and the translation of all relevant documents. 4\. Prepare quarterly reports on the progress of EMIS implementation to be shared with the Minister’s Office, MOE Departments and Development Partners, and organize regular briefing sessions for concerned stakeholders for improved coordination. 5\. Provide programme management support and facilitation to ensure smooth implementation of the National Strategy for the Development Education Statistics and the Emergency Preparedness Response Framework through the organization and facilitation of meetings, workshops, trainings and other project activities, including the provision of logistical and administrative support as required. 6\. Undertake missions within Myanmar, particularly in Nay Pyi Taw, to facilitate the abovementioned activities. 7\. Knowledge and understanding of systems development would be an asset. ***Work Experience*** - At least five years of relevant work experience, preferably in education planning and management with a focus on systems management. ***Languages*** - Excellent written and spoken English and Myanmar language skills. ***Skills and competencies*** - Proven research skills, critical thinking/analysis and problem-solving skills; - Excellent IT skills with proficiency in the use of MS Office (Outlook, Word, Excel, PowerPoint, etc.) including databased management and database software; - Excellent organizational and project management skills; - Excellent communication and interpersonal skills; - Ability to work independently on delegated tasks; - Ability to work well with team members across different types of activities; - Appreciation of diverse identities; and - Ability to work under pressure and flexibility to adjust work schedules and priorities. **DESIRABLE QUALIFICATIONS** ---------------------------- ***Education*** - Master’s degree in education with specialization in information systems would be an advantage ***Work Experience*** - Working knowledge of education statistics and indicators will be an advantage as well as experience in the management of software development. - Experience working with and/or in Myanmar’s education system; - Experience working with Myanmar government officials; - Experience in monitoring and evaluation of projects; and - Experience within the UN System or international organizations. ***Skills and competencies*** - Technically sound in ICT in education; - High sense of responsibility and willingness to take initiatives; - Ability to work within a team as well as cross-functional teams; - Ability to multi-task and set priorities. **ASSESSMENT** -------------- An assessment exercise may be used in the evaluation of candidates. **SELECTION AND RECRUITMENT PROCESS** ------------------------------------- Please note that all candidates must complete an on-line application and provide complete and accurate information.
