- Advanced university degree (Master’s or equivalent) in political science, international relations, history, archive studies, international development, social sciences or in another area covered by UNESCO’s Communication and Information Sector.
- A minimum of three (3) years of relevant professional experience on topics within the field of human rights, international development, project management, assistance to memory institutions or similar fields.
- Experience in donor relations.
- Experience in the field of documentary heritage and archives in Ukraine.
- Experience in organizing events and conferences on human rights and development topics.
- Excellent knowledge (written and spoken) of English and Ukrainian.
- Solid knowledge of UNESCO’s institutional mandates, activities and priorities, as well as sound knowledge of the UN System and how it functions.
- Proven ability to work in a multicultural environment.
- Strong communication skills, including the preparation of communication material and reports.
- Good IT and information management skills.
- Solid understanding of the needs of Ukrainian memory institutions, specifically within the context of the war in Ukraine.
- Solid understanding of the history and realities of Jewish culture in Ukraine.

It also addresses the urgent need to further foster archival heritage protection and safeguarding, through digitalization, risk management, preventive conservation, digital restoration, and to contribute to making them accessible to researchers and wide public. Acknowledging the cultural and historic relevance of the Jewish contribution in forging Ukraine’s culture, the project also aims to facilitate its use and interpretation in media, arts and academic projects. Long Description ---------------- Under the overall supervision of the Head of the UNESCO Antenna in Ukraine and the functional guidance of the Communication and Information (CI) Sector including the international CI Project Officer in Kyiv, as well as the Unit on Documentary Heritage and the Section on Freedom of Expression, supporting the implementation of the UNESCO/EU project on preserving Jewish documentary heritage in Ukraine. In particular, the incumbent shall: - Coordinate, monitor and implement activities related to the Project, including reporting of activities, and drafting reports on the Project. - Liaise with implementing partners, consultants and suppliers of the Project’s activities to ensure successful implementation of the Project. - Prepare the Terms of Reference for the various contractual arrangements for the implementation of the Project in accordance with the applicable procurement rules and procedures and ensure overall contract management for partnerships. - Coordinate with relevant government bodies, public organizations, local authorities and other State stakeholders in the area of memory institutions (archives, universities, research entities etc.). - Ensure smooth management of the Project by maintaining an updated project plan and checking narrative reports and deliverables submitted by implementing partners; by following the budgetary and financial situation of the project and liaising with relevant colleagues from administration and central services; by timely reporting to the donor and UNESCO’s internal reporting tools; and by providing support in the planning and execution of the Project’s activities. - Follow-up on the budget and financial situation of the Project, reporting status and raising potential issues with managers. - Assess the needs on the ground and conceptualize further activities in line with relevant stakeholders’ needs. - Perform research tasks, liaise with potential partners and donors and prepare proposals for further fundraising in the Project’s area to achieve complementarity and sustainability. - Develop and implement a communications strategy to contribute to the visibility of the artistic component of the Project and related results in close cooperation with the Kyiv Antenna communication team. - Organize events in Ukraine, showcasing the Project’s progress and results and bringing together UNESCO partners. - Participate in meetings and missions to ensure smooth implementation of project activities and to represent UNESCO if required. - Prepare meeting agendas, talking points and other material relating to missions by UNESCO HQ staff to Ukraine and missions of the CI team in Ukraine. - Undertake other tasks as deemed relevant by the direct supervisor and/or UNESCO CI management. Long Description ---------------- The Project Officer will work closely with the Head of the UNESCO Antenna in Ukraine, the Communication and Information Sector’s colleagues in Ukraine and HQ, and the colleagues from the CLT Sector in Ukraine. The Project Officer’s main internal contacts will be the UNESCO Antenna in Ukraine colleagues and the CI Sector team at HQ. The external contacts will be implementing partners, consultants, beneficiaries, government actors and other project partners in Ukraine. The key expected result is the timely and impactful implementation of the project “Preserving Ukraine’s Jewish Documentary Heritage, Honouring Collective Memory, Enhancing Knowledge and Access to Archives while Promoting Intercultural Dialogue” in line with the signed donor agreement and the agreed results framework with the primary focus on its artistic component. As the work is geared toward ensuring project implementation, the results have an impact on the information feed to more senior staff members, team capacities and the position taken on projects. The post holder serves as a team member, offering substantive contribution, project coordination and analysis to the team on a variety of issues and activities such as project implementation, partnership and funding proposals as well as thematic expansion.
