National Project Manager

Overview

Manage project activities and ensure successful implementation in Myanmar.

You have:

• A university degree in agriculture, environmental science, development or other related fields is desired.
• Minimum five (5) years of relevant experience in project management or project management support in a developing and or humanitarian context, particularly related to agriculture, nutrition and food security.
• Working knowledge (level C) of Myanmar and English. Knowledge of local languages would be an asset.
• Myanmar National.

Organizational Setting

FAO is a specialized Agency of the United Nations whose mission is to contribute to eradicating hunger and achieving food security for all. FAO provides high quality technical and policy expertise to its member countries, thus assisting them in their efforts to meet their goals for eradicating hunger, reducing poverty and fostering improvements in agricultural and rural livelihoods in a sustainable manner.

In Myanmar, FAO supports rural livelihoods, farmers and vulnerable groups in collaboration with various stakeholders, development partners and public and private institutions. FAO Emergency program in Myanmar is working on: i) Rebuilding agriculture-based livelihoods through supply of agricultural, livestock and aquaculture inputs and cash transfer, training on good agriculture practices, climate smart agriculture, nutrition, hygiene and COVID-19 risk mitigation, provision land preparation harvesting equipment, improving animal health services; ii) Rehabilitating productive infrastructure and contribute to conservation through fishpond renovation and construction through cash-for-work and agricultural land rehabilitation; and iii) Improving disaster Risk Reduction, early warning and anticipatory action systems as well as community based disaster risk management.

Reporting Lines

Under the overall guidance and supervision of FAO Representative in Myanmar, the direct supervision of the Emergency and Rehabilitation Coordinator and in close cooperation with the Assistant FAOR Program, the National Project Manager will carry out the following tasks:

Tasks and responsibilities:

• Support the Emergency and Rehabilitation Coordinator in overall management of the project activities, in the supervision of national staff assigned to work in Rakhine State to ensure delivery of results as outlined in the project document(s); • Support the preparation and development of Terms of Reference and contracts for Implementing Partners; • Support the coordination of project implementation activities at local level, in close collaboration with implementing partners, relevant stakeholders and other UN Agencies and NGOs; • Organize meetings with partners to discuss evolution of project implementation as well as potential issues that need to be addressed; • Coordinate and facilitate the process of identification of beneficiaries and ensure its compliance with criteria designed jointly with local stakeholders and FAO; • Supervise distribution of inputs at the site to ensure proper procedures; verify correctness of input distribution and provide feedback to relevant stakeholders on the distribution; • Support the supervision of Extension Field Assistants (EFAs) to ensure timely project implementation and adherence to FAO policies and guidelines and provide technical support as required; • Support and assist in coordinating the timely conduct of monitoring, evaluation and learning activities of all projects with Implementing Partners and staff; • Promote good relations between relevant stakeholders including Community Based Organizations (CSOs), NGOs and others; • Support preparation of information materials and visibility items as outlined in the project document(s) and according to FAO guidelines; • Conduct regular field visits and ensure that monitoring exercise is conducted regularly and in line with project and LOA outputs and activities; • Ensure FAO’s participation in local coordination fora, when appropriate, and, with the clearance of the project management team, share project plans and achievements; • Cooperate and coordinate with other FAO projects and promote synergies in project implementation; • Collect information with regards to emergencies and report them to relevant staff; • Support the Emergency and Rehabilitation Coordinator with inputs related to (financial and narrative) reporting to donors and development of concept notes / project proposals and assist with preparation of related documents, as required; • Perform any other relevant works/duties as and when required.
