Overview

Lead on-site planning, technical supervision, and quality control for FAO projects in Yemen.

You have:

  • Bachelor’s degree in civil engineering, Construction Engineering, Architectural Engineering, or related field.
  • Minimum of five years of relevant professional experience in construction supervision, site engineering, or field implementation, including building construction, rehabilitation works, or infrastructure projects.
  • Working knowledge of English and Arabic.
  • National of Yemen.

Organizational Setting

FAO's office for Yemen is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Yemen. It develops and maintains relations with the relevant Ministries at country level. This position is based in FAO Representation in Aden, Yemen. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

Under the overall guidance of the FAO Representative (FAOR), and the technical guidance and the direct supervision of the Construction Engineer Specialist.

Technical Focus

The National Project Engineer Analyst will be responsible for the on-site planning, technical supervision, quality control, and daily coordination of all civil, structural, and construction-related activities for FAO projects within the assigned operational areas. The incumbent ensures that all works including building construction, rehabilitation, and site development are executed in full compliance with approved designs, international engineering standards, FAO technical guidelines, and donor requirements. The National Project Engineer Analyst acts as the primary technical support at the project site, ensuring the timely, safe, and cost-effective delivery of infrastructure outputs

Tasks and responsibilities

The incumbent is expected to perform the below tasks: • Follow up on-site work activities, review, and endorse workers' attendance sheets • Process the Inspection Requests and maintain records of their status. • Check and inspect all activities of work & material, and provide technical support when needed. • Coordinate with the contractor’s project manager and his staff on a daily basis to advise on the proper execution of the work. • Ensure that all construction works are performed in accordance with the drawings, specifications and the project deliverable met the plans • Prepare daily, weekly, and monthly and project closure reports • Making safety inspections and ensuring construction and site safety • Review the contractor's payment application, check the quantities, and sign the payment applications. • Prepare/confirm BoQs outlining the necessary tools and materials as well as preparing each site implementation work plan and construction material delivery plan. • Assess the standards of delivered materials in terms of quantity and quality as per the specifications. • Ensure all activities are carried out according to the plans, designs, and drawings and ascertain the accuracy of the qualities, quantities and proportions of the construction materials are precisely maintained. • Make sure that the works timely progress in order to meet agreed on deadlines. • Ensure the application of Health, Safety and Environmental standards in the construction site • Visit the project sites to assess the existing structures and identify the items that are required to be rehabilitated and maintained. • Prepare a detailed scope of work that describes the current situation of the structure/s and the need for rehabilitation supported with high-quality pictures. • Develop architectural, structural, electrical, mechanical, and plumping drawings in 2D and 3D as per FAO standards using Engineering software such as AutoCAD and Revit. • Prepare detailed bill of quantities BOQ to reflect all kinds of activities as per FAO standards. • All documents are expected to be in editable format. • Conduct market analysis and provide cost estimates of the construction work. • Stakeholders and community consultation to ensure that all the land documents are authenticated and legitimate.
