Organizational Setting

As a Small Island Developing State, Cabo Verde is particularly vulnerable to the impacts of climate change. The country’s key economic sectors: Fisheries and Aquaculture, Tourism and Energy, brought together under the Blue Economy (Cadre Stratégique Unifié pour l’Economie Bleue, CaSUEB, 2019) with the leadership of the Ministry of Maritime Economy, are essential to addressing the climate change challenges. Cabo Verde has already experienced extensive coastal erosion, and has suffered damages from extreme weather events (heavy rainfall and hurricanes), as well as strong and long drought.

The project “Enhance capacities of Cabo Verde in addressing the effects of climate change in key sectors of the Blue Economy “ aims at building the capacities of key Blue Economy sectors stakeholders through enhancing networks, knowledge and understanding on the impacts of climate change on the Blue Economy, thus contributing to building the enabling environment required to support the planning, programming and implementation of GCF-funded activities under a Blue Economy Climate Pipeline (supported by a Blue Economy Climate Investment Plan and A Blue Economy Climate Financing Strategy). More broadly, support will be provided to identify investment needs in other sectors relevant to FAO’s comparative advantage (Fisheries and the Blue Economy, Agriculture, Forestry and Forest Ecosystems, Food and Water Security, Early Warning Systems, etc.) that, together with the Blue Economy Climate Pipeline, will be integrated to Cabo Verde’s Country Programme to be developed by UNIDO.

Reporting Lines

The incumbent will be placed under the general supervision of the FAO Representative Cabo Verde, the technical supervision of the FAO REP - Program Assistant, in close collaboration with the other agencies, the National Directorate for Planning/Ministry of Finance, the Ministry of Sea, Ministry of Tourism, and Ministry of Industry, Energy and Commerce and other relevant stakeholders.

Technical Focus

The National Project Coordinator (NPC) is responsible for day-to-day project management and regular monitoring of project results and risks, including social and environmental risks.

Tasks and responsibilities

In particular, the incumbent will:

• Support the organization of meetings (invitations, planning, and other administrative related aspects), including meetings to ensure synergies with UNIDO managed Readiness in the country, so as to strengthen the capacities of youth in the country. The incumbent will mainly support output 1.1 but will also contribute to the organization of workshops under the other outputs. Through his support to the project, his capacities on climate project design and management, climate related issues, the Blue Economy and the GCF will be built. • Ensure proper coordination with other Readiness, and notably the organization of regular meetings with counterparts from UNIDO’s managed Readiness grants in the country, to ensure a close collaboration in the deliverables associated with the preparation of the country programme. • Report on implementation progress to, and receive overall guidance and direction from, the Project Management Committee; convene regular meetings of the Project Management Committee, prepare supporting presentations and materials, etc; • Ensure as well that synergies are established with all other relevant projects in the country • Ensure that all project personnel maintain a high level of transparency, responsibility and accountability in M&E and in reporting of project results, will report, to the PSC and PB, of any delays or difficulties encountered during implementation to ensure that appropriate support and corrective measures can be adopted. • Develop annual work plans to support the efficient implementation of the project, will ensure that the standard FAO and GCF M&E requirements are fulfilled to the highest quality and will ensure fluid communication between all stakeholders of the project. • Oversee and ensure timely submission of the Project Progress/Annual Narrative and Financial Reports and other reports as may be required by the GCF for review and approval • During Project Steering Committee meetings, PNC will serve as secretary to ensure that all the decisions made are duly executed to ensure a smooth implementation of the project member of the Project Management Unit. • Establish and maintain good working relations with relevant institutional and organizational partners (e.g. local authorities, civil society, media, other UN bodies etc); • Ensure wide dissemination and visibility of project achievements; • Support continuous learning by the project teams and ensure dissemination of information and knowledge management within the team for effective project implementation; • Support awareness raising on and mainstreaming of gender equality and human rights principles within project implementation; • Provide strategic support and steer the realization of the programme components, with particular focus on the programme outcomes; • Any other duties required by the supervisor

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in project management, economics, management and business administration, and human resources or related fields; • At least 5 years of experience in the field of project management and coordination and related fields; • Working knowledge of English or French, good writing skills in English or French; • Mastery of the Portuguese language, Creole for communication with partners and professionals in the sector; • National of Cabo Verde.

• Excellent verbal and writing skills; • Good communication skills with communities and professional organizations in the Blue Economy sector and related fields; • Ability and interest in using computer tools; • Knowledge of the project partner institutions and good knowledge in the field of natural resources management, Blue Economy, climate adaptation programs; • Knowledge and practical experience in the area of strategic planning, civil society engagement, communications and outreach, stakeholder cooperation, and project cycle design, management and implementation; • Knowledge of the UN will be an asset.
