Overview

Ensure implementation of water productivity monitoring projects

You have:

  • Degree in irrigation, soil and water engineering, agricultural water management, agricultural engineering or related fields
  • Ten years relevant work experience in irrigation engineering/water management including conducting water productivity research, analysis and reporting using WaPOR and other tools
  • Ten years of relevant work experience on infrastructure projects, specifically for water resources infrastructure and irrigation projects, including carrying out pre-feasibility studies, design and construction supervision in Kenya
  • Working knowledge (level C) of English and Swahili
  • Must be National of Kenya

Organizational Setting

With support from the Netherlands, FAO has developed an open access near real time database using satellite data that allows monitoring of agricultural water productivity. This database is the heart of FAO’s portal to monitor Water Productivity through Open access of Remotely sensed information (WaPOR). Eventually the project will contribute to sustainably increased and secure crop yields with a reduced impact on available freshwater resources and the environment in a changing climate.

In addition to the WaPOR phase 2 project, FAO, in partnership with the Master Card Foundation is implementing a project “Creating Innovative and Sustainable Models for the Feed Industry”. The overall objective of this project is to promote the sustainable development of the feeds subsector through an improved enabling environment while developing business models that increase productivity, value addition, market access, utilization and income in the feed industry. Therefore, improving access to water via water resources development will be important to achieve the objective of the project.

Reporting Lines

The National Project Coordinator for WaPOR Phase 2 / Water Specialist will work under the overall supervision of the FAO Representative in Kenya, direct supervision of the Assistant FAO Representative (Programmes), the Project Land and Water Officer (NSL), Inclusive Value Chain Sub-Programme Lead, the Creating Innovative and Sustainable Models for the Feed Industry project manager, and in close coordination with Administrative Section of the FAO Representation in Kenya.

Technical Focus

In close collaboration with the Project Land and Water Officer (NSL), the incumbent will contribute substantially to the implementation of the project by contributing technical inputs to project activities related to land and water productivity monitoring in Kenya.

Tasks and Responsibilities

The National Project Coordinator for WaPOR Phase 2 / Water Specialist will perform the following key functions.

  • Coordination meetings at national level as well as at project level with the other selected countries;
  • Organization of national workshops: identification of participants, agenda preparation, facilitation and reporting;
  • Liaise with other relevant regional and national institutions for sharing of information and experiences.
  • Support the development of country implementation and engagement plan in the country together with project partners and key stakeholders.
  • Coordination and communication with government counterparts, national partners and stakeholders and the WaPOR partners (IWMI, IHE-Delft) as well as FAO colleagues;
  • Ensure gender-sensitive implementation of project, including gender disaggregated data, gender-sensitive analysis and gender balanced participation in workshops;
  • Prepare project mid-term reviews and project completion reports, including budget, Terms of Reference (ToR) of studies and consultancies, technical specifications for procurement
  • Write and review programmes documents (reports, manuals, etc.)
  • Assist in the developing relevant concept notes and project proposals
  • Perform other related duties and activities upon instructions received from Project Officer, NSL, Team Leader- Governance of Natural Resources Sub-programme, Assistant FAORs, and the FAOR.

Under the Creating Innovative and Sustainable Models for the Feed Industry Project the incumbent will assist in the following:

  • Water resources development for agriculture in the target areas
  • Provide technical support to government staff and partners on water management, operation and maintenance, and governance including training and field level mentoring for sustainable, efficient and effective water use
  • Support design and construction of water infrastructure in the target areas
  • Support Environmental and Social Impact Assessment (ESIA) NEMA license and authorization to construct proposed water developments and accompanying irrigation systems

  • Ten years of relevant work experience on infrastructure projects, specifically for water resources infrastructure and irrigation projects, including carrying out pre-feasibility studies, design and construction supervision in Kenya
  • Working knowledge (level C) of English and Swahili

Technical/Functional Skills

  • Experience in establishing strategic partnership on water security and water productivity in Kenya including implementing and establishing linkages between national government ministries departments and agencies, County governments, UN and other partners
  • Experience in organising and facilitating workshops on land and water related aspects
  • Ability to work, organize, manage and lead in multi-cultural and multi-disciplinary teams is required
