Organizational Setting
The main aim of the FAO country offices, which are headed by an FAO Representative (FAOR) , is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner. For the period 2022-2026, the FAO Office in Zimbabwe is supporting Government efforts through the Country Programme Framework (CPF) which is based on three pillars: (i) Promotion of inclusive and sustainable agrifood systems to address food security and nutrition (ii) Building resilience to climate change, agricultural threats and crisis; (iii) Sustainable management of natural resources and environmental protection. This position will assist FAO in delivering the project ‘Mitigating the Impact of Livestock Diseases in Zimbabwe’
The position is located in Harare, Zimbabwe.
Reporting Lines
The Project Manager will work under the overall supervision of the FAO Representative in Zimbabwe, and direct supervision of the AFAOR-Programme and the International Resilience Specialist. Further supervision will be provided by FAO Head Quarters and the designated Lead Technical Officer as required. Supervision received is focused on the quality of the work performed and provides for on-the-job learning.
Technical Focus
• Action to control livestock disease outbreaks, particularly theileriosis (January disease) and Foot and mouth disease (FMD), for the protection of livelihood assets
• Improved livestock feed and nutrition for increasing animal disease resistance
• Lead planning and execution of livestock infrastructure
• Ensure enhanced role of women in decision making and participation across the whole project
• Ensure effective communication among project stakeholders and enhance project visibility
Tasks and responsibilities
The tasks for this position will be related to the following areas; • Coordinates and ensures delivery of the project outputs according to the project Log-Frame: • Develops the project work plan to ensure all activities are implemented on time and in accordance with the project Log-Frame and ensure the project work plan is up to date in the FPMIS. • Responsible for the procurement of all goods and services for the project and ensures compliance to FAO rules and regulations. • Prepares ToR's and provide technical oversight on the work of consultants and project staff. • Facilitates and undertakes regular communication with all project stakeholders including chairing and organizing project Coordination meetings. • Leads the production of relevant technical and policy briefs. • Monitors and provides recommendations for the allocation and management of human, operational and financial resources allocated to the project to ensure timely project implementation and delivery. • Prepares project reports as per funding agreement and as requested by various audiences. • Provides recommendations to the Budget Holder for management actions of the project. • Develops the procurement and human resources plan • Participates in timely project closures
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced (postgraduate) university degree in Veterinary Medicine, Veterinary Science, epidemiology, disease control or related field • 10 years of relevant experience in project coordination and support • Working knowledge of English • National of Zimbabwe
