Organizational Setting

FAO Kyrgyzstan is developing a project “Implementation of the National Biosafety Mechanism in the Kyrgyz Republic in accordance with the Cartagena Protocol on Biosafety”. The project will support the establishment at the national level of a comprehensive legal framework on biosafety in accordance with the Cartagena Protocol on Biosafety and create technical capacity for the implementation and enforcement of the Protocol at the national level.

Reporting Lines

Under the overall supervision of the FAO Representative and Assistant FAO Representative in the Country Office, and under the technical supervision of the Agricultural officer, National project coordinator and policy expert will undertake the following tasks:

Technical Focus

Biodiversity, institutional and policy analysis.

Tasks and responsibilities

  • Map all potential organizations able and available to execute this project in Kyrgyz Republic
  • Discuss with the government the best partners and the options for execution
  • Define the strategy for execution and contact the partners which should be involved in the whole PPG process
  • Organize all the stakeholder consultation
  • Support the mapping of all relevant stakeholders, including civil society for the project implementation
  • Analyses of national action plans, strategies, legal and institutional frameworks that are relevant to biosafety including, but not limited to sustainable use and conservation of biodiversity, organic agriculture, rural development, trade and labelling,
  • Support the international consultant and the project team in the development of baseline data collection methodologies and consultation processes, providing inputs and contributions on developing consultation and data collection systems
  • Organize calls and meetings with focal points and relevant authorities in the country
  • Map the current administrative systems and institutional arrangements in place for biosafety measures
  • Coordinate all the information collect by the other national consultants
  • Capacity to talk to different stakeholders

  • Expected Outputs:

  • Potential organizations able and available to execute this project in Kyrgyz Republic mapped
  • Report on the stakeholder consultation
  • Map of the stakeholder and draft stakeholder engagement plan and private sector engagement plan
  • Meeting with different stakeholders and liaison process with the government
  • Policy and regulation linked to biosafety analysed
  • Institutional setup in place or biosafety mapped

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  1. Advanced university degree in in public administration, economics, agriculture, natural resources, sustainable development, climate policy or related fields.
  2. Research, data analysis, analytical and reporting skills
  3. A minimum of 10-year work experience in climate change, environment, biosafety and Cartagena protocol
  4. Excellent knowledge of English and Russian
  5. National of the Kyrgyz Republic or resident in the country with a regular work permit.
