Organizational Setting

This position is located in FAO Pakistan, based in Islamabad. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural , fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Pakistan has been experiencing frequent natural disasters and non-coherent economic policies which has affected the overall economy specifically the agriculture sector and livelihood of the people. Outbreak of pandemic and locust attack has damaged agriculture crops and affected the food supply chain in Pakistan. Food and Agriculture Organization (FAO) of the United Nations supporting the Government of Pakistan at national and provincial level through different analytical policy reports on food supply chain, food forecast livestock, forestry, fisheries and climate change management. Similarly, a web-based data management system is under development for agriculture, food security and nutrition statistics in Pakistan. Through this system, support Government of Pakistan in monitoring food prices and supply chain through live dashboards which will enable better planning and policy making.

There is currently a team of agronomists, statisticians, economists and policy analysts working on different components to strengthening the food supply chain and ensure the food security in Pakistan. FAO Pakistan seeks a professional with a strong analytical and quantitative capacity to contribute in economic modelling and analysis for better policy making in Pakistan. This experience will provide wide scope of work as outlined below:

The position is at SB IV SC 9 level.

Reporting Lines

The incumbent will work under the overall supervision of the FAO Representative, direct supervision of AFAOR (Programme) and in close coordination with concerned FAO colleagues.

Technical Focus

Work with national stakeholders to collect and review data on national legislation that incorporates Codex standards on AMR.

Tasks and responsibilities

National Project Coordinator will perform the following tasks:

• Regularly review the current situation in Pakistan with regard to the use of Codex standards, the food safety system, and the approach to addressing antimicrobial resistance (AMR) with a particular focus on foodborne AMR. • Engage with key national stakeholders to establish a multisectoral national team to guide and implement the activities included in the ACT project. • Lead the development of a detailed national work plan for the Pakistani component of the ACT project in consultation with national partners to ensure complementarity with ongoing activities in Pakistan. • Prioritize and follow up on recommendations made under various assessments (e.g. Progressive Management Pathway (PMP), the ACT Tool, FAO Assessment Tool for Laboratories and AMR Surveillance Systems (ATLASS), etc.). • Lead, facilitate and provide inputs to work plan implementation in the areas of AMR awareness, surveillance and good practices (e.g. training sessions, laboratory support, legislative reviews). • Monitor progress against the work plan by tracking activities and targets with periodic reviews and revisions. • Support the roll out of a system to monitor the use of Codex standards in the country. • Work closely with the FAO country office to ensure that project expenses in the FAO accounting system are accurate according to regular updates. • Produce narrative progress reports on a regular basis (e.g. every six months) that report on activities/milestones/progress. • Forecast estimated expenses on a regular basis (e.g. every 3 months) or as needed. • Engage and collaborate with relevant national authorities, institutions, organizations and stakeholders, including coordinators from related projects (e.g. Fleming Fund, World Health Organization (WHO) and World Organization for Animal Health (WOAH) to ensure complementarity of activities and to promote collaboration in support of the National Action Plan on AMR. • Submit an annual report describing the activities delivered and analysing the country situation with regard to foodborne AMR and antimicrobial use (AMU). • Perform other related duties as requested from FAO.

Minimum Requirements

• Master’s Degree in Public Health, DVM or related fields • At least 8 years of national experience in the public health/food safety domain • Proficiency in both written and spoken English. • National of Pakistan
