Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. An 18 months fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 30690 (JOD) yearly.

Introduction

The project "Just Transition Jordan - putting the people back in planet and prosperity" aims to facilitate a job rich transition to the green economy based on the ILO Guidelines for a just transition towards environmentally sustainable economies and societies for all. This mean maximizing the social and economic benefits from the transition while carefully managing and reducing any risk the transition may entail. The project will address policy-level barriers, facilitating an environment conducive to green growth and enterprise development per the just transition guidelines. It will also enhance employer and worker engagement in national climate policies to promote the social dimensions of climate action.

Key components focuses on implementing policy recommendations and innovative climate action measures, with ILO constituents at its core. It will specifically target two sectors identified in the 2023 Green Jobs Assessment to transition Jordan from research to actionable impact. Sectoral approaches and direct company interventions will pilot policies from the Green Jobs Assessment, demonstrating the potential for sustainable enterprise development and green job creation. The following outlines suggested outcomes and output.

Reporting lines

The position will report to the ILO Jordan Country Coordinator, with technical backstopping and guidance provided by the Just Transition Specialist in the Decent Work Team Beirut.

Description of Duties

1. Review and analyse Jordan specific development plans and priorities, socioeconomic data, reports and other relevant information related to just transition. Identify potential technical cooperation areas and provide written analysis on the findings to the Country Coordinator.

2. Work in close collaboration with the stakeholders including the Just Transition Specialist at ROAS and suppliers to design and revise project annual work plans, as well as preparation of the budget proposal, considering different approaches and alternative methods, management, problem identification and problem resolution, especially for the parts of the project supporting the institutional and capacity development of constituents, government agencies, line ministries, and social partners.

3. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.

4. Review, verify and analyse work plans, progress and final reports and other data for clarity, consistency and completeness, and monitor the progress of project activities. Follow-up on documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities with implementing partners.

5. Follow-up with relevant technical officers with counterparts in organizations and line ministries at national level, partner and executing agencies, government offices, constituents, and in other organizations to expedite implementation and meet targets. Identify partners for collaboration in the implementation of the project and within the environment and climate change space.

6. Coordinate and support the country colleagues working on green jobs, environment and climate change, resource efficiency, and green enterprise development and other topics related to just transition.

7. In collaboration with the Country Coordinator, establish and maintain close links with relevant partners including Government bodies, Workers’ and Employers’ Organizations at national and sector level, research and academic institutions including other UN agencies, and donors active in the area of climate and environmental policy.

8. Serve as the green entry point for the Jordan office.

9. Assist in the programming and control of resources of the project, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations to the Jordan Coordinator and Just Transition Specialist for remedial action. Identify problems and propose solutions and actions.

10. Provide programming and administrative support to cooperation activities in the area of Just transition. Actively participate in and provide inputs to all project engagements and requests from the Country Coordinator and the Just Transition Specialist. Assist in drafting the Terms of Reference for the Project’s assignments.

11. Participate in the preparation and conduct of conferences, seminars, workshops, training sessions, and consultative meetings in coordination with the line manager and Just Transition Specialist. Act as interpreter and participate in policy dialogues and technical consultations. Draft speeches and meetings minutes on behalf of the Country Coordinator and Just Transition Specialist. Undertake missions to project sites independently or accompanying others.

12. Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on matters related to green jobs and just transition. Collect the required information and prepare drafts edit, or translate into local language news, press releases, official correspondence, statements and speeches and other public information materials in English, and in Arabic; translate such information into English and Arabic as appropriate for use by ILO officials and tripartite constituents, and for placement of such information on the Project’s on-line resource sites as applicable.

13. Compile relevant project materials to promote knowledge sharing within office, with UN, donors and media; promote ILO policies regarding child labour through advocacy and awareness raising campaigns. A particular attention should be given to human-centered stories.

14. Lead in the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on status of the overall activities of the Project for the line manager, Just Transition Specialist, regional office, and the donor.

15. Perform other duties as may be assigned by the by the direct line manager and Just Transition Specialist.

Required qualifications

Education

First level university degree in climate and environmental science, economics, public policies, development studies or a relevant field.

Experience

At least one year of professional experience at the national level in the area of project management, implementation, monitoring and evaluation within green jobs, and national or international climate policy development.

Proven experience in working effectively with government bodies in charge of policy making and with development partners would be an asset.

Good knowledge of climate change, just transition, as well as environmental governance. Knowledge of the policy making process.

Languages

Excellent knowledge of English and Arabic.

Competencies

  • Knowledge and experience with climate policy development, green job creation, and NDC-development LT-LEDS and/or NAPs.
  • Knowledge of programme and budget, project administration, and evaluation concepts and procedures, and of the mandate and structure of labour market institutions in Jordan.
  • Good knowledge of the context and challenges for social justice, environment and climate change.
  • Strong analytical skills and ability to justify requirements and approaches to problem resolution, and good drafting skills.

  • Ability to communicate effectively both orally and in writing. Ability to clarify information.
  • Ability to work independently, quickly, precisely, and take initiative and responsibility.

  • Proficient in Microsoft Word, Power Point, Excel, web-browsers and database applications.
  • Strong interpersonal skills with demonstrated collaborative and teamwork experience and ability to work effectively with a multicultural and interdisciplinary team in a gender-sensitive manner with integrity, respect and diplomacy.
