Organizational Setting

The Global Health Security Programme (GHSP) (October 2020 to September 2024) aims to strengthen animal health systems to reduce the risks and impacts of emerging infectious diseases, antimicrobial resistance, and bio-threats through an inclusive One Health approach. The focus areas of GHSP will be to improve multi-lateral and multi-sectoral collaboration among stakeholders; enhance preparedness of animal health services, including early warning and risk-based surveillance; improve response capacity to animal health threats; adopt good practices on risk reduction; and design planning and policy instruments based on operational research to better inform stakeholders. Under the GHPS, three national consultants are recruited to implement the activities of the programme.

Reporting lines

Under the overall administrative and functional guidance of the FAO Representative in Lao PDR, the operational guidance of the Operations Specialist, technical guidance of the ECTAD Regional Manager based in FAO RAP, and direct supervision of the AFAOR (Programme).

Technical Focus

the incumbent will closely collaborate with ECTAD- FAO staff at country and regional level as well as with government counterparts and other implementing partners and stakeholders. Specifically, the incumbent will take the following responsibilities to ensure the smooth implementation of the FAO ECTAD Programme in Lao PDR including the USAID funded project and the Lao PDR components of regional projects funded by USAID, DFAT, ROK, Fleming Fund and others:

Tasks and responsibilities

  • Prepare a detailed work plan for implementation of the project in consultation with other country team members;
  • Provide technical support of contract arrangement and Terms of Reference for staffs to be recruited under the project;
  • Supervise project staffs, coordinating the activities and monitoring their performance;
  • Provide adequate country level planning and coordination for efficient delivery of the project;
  • Prepare technical specifications for the procurement of project inputs;
  • Organize meetings, workshops, trainings and other events foreseen in the project and coordinate other activities that have a common bearing on the main project objectives;
  • Provide technical support for the implementation of the project in consultation with other country team members;
  • Set up a monitoring system, including performance indicators in alignment with Regional M&E Programme for ECTAD;
  • Monitor project activities, ensure adherence to the work plan timeframe and make recommendations for nay required procedures and change to the project;
  • Update and review the work plan to cover project activities;
  • Coordinate closely with ECTAD teams at regional and country levels as well as government counterparts to promote safer cross-border movement of livestock and livestock products; and on technical matters related to management of high impact emerging and transboundary animal diseases;
  • Establish contacts and working arrangements with appropriate staff of the Ministry of Agriculture and other ministries and organizations;
  • Liaise with national government, development partners, relevant national and international nongovernmental organizations and others as appropriate for coordinating project activities;
  • Assist in preparing technical reports for the Government, FAO and development partners; in collaboration with other international and national consultants as required;
  • Submit an end-of-assignment report upon completion of the assignment; and
  • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in veterinary science, agriculture, animal health, epidemiology, laboratory science, virology, microbiology, food safety or related fields (Masters/PhD is advantage);
  • At least 3 years of relevant experience in veterinary science, animal health and or project management;
  • Working knowledge in English;
  • National of Lao PDR.
