Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

In the Arab States region, UN Women is about to start the implementation of an exciting and unique three-year regional programme entitled ‘Dare to Care’ with the goal of transforming patriarchal social norms and masculinities, with a focus on three priority countries: Morocco, Egypt and Jordan. This ground-breaking regional programme aims to promote gender equality and women’s empowerment using the involvement of men and boys in unpaid care and domestic work as entry point. The programme is also meant to contribute to shift discriminatory social norms and break stereotypes that impede women’s participation in paid employment. Working through the Regional Programme and as per a nationally-agreed upon implementation plan developed with national stakeholders and the UN Sustainable Development Cooperation Framework (2023-2027), the ’Dare to Care’ regional programme will work towards the achievement of three outcomes:

• Outcome 1: Societies across the MENA region demonstrate an increased involvement of men and boys in caregiving and household responsibilities and more empowerment of women and girls.

• Outcome 2: Key institutions effectively transform patriarchal masculinities and social norms, with a focus on advancing caregiving and household responsibilities of men and boys and the economic empowerment of women and girls.

• Outcome 3: More men and boys are able to take their share in caregiving and household responsibilities with more enabling laws and policies that promote their caregiving and household responsibilities, and paternity leave.

Duties and Responsibilities:

Under the overall guidance of the UN Women Deputy Country Representative and the direct supervision of the ‘Dare to Care’ National Project Coordinator -and in close cooperation with ‘Dare to Care’ Regional Programme team members from UN Women Regional Office for Arab States-, the National Project Associate will provide support and assistance for the effective management, implementation and monitoring of the ‘Dare to Care’ regional programme in Egypt.

Duties and Responsibilities

Effective support to the management of the ‘Dare to Care’ programme at the country level

  • Supporting the efficient and timely implementation of programme activities;
  • Assisting in the development of project work plans (including procurement and financial plans) and provide support for monitoring project budget in terms of expenditures according to the work plan;
  • Establishing and maintaining the project follow-up system for actions and deadlines;
  • Support to coordination efforts with programme partners and ensuring flow of information with women’s organizations, government organizations, donors and local NGO’s; arranging for meetings with stakeholders and draft minutes of meetings as requested;
  • Preparing and drafting of ToRs, contracts and MoUs for programme partners and consultants and follow up submission of progress reports and agreed deliverables;
  • Arranging and coordinating appointments and meetings as well as outgoing official missions;
  • Organizing workshops, activities and events related to the program as well as regular project-site visits in order to monitor and evaluate flow of activities on the ground.

Programmatic and administrative support to the implementation of the ‘Dare to Care’ programme at the country level

  • Supporting creation of projects in Quantum, preparation of budget revisions, revision of project award and project status, operational and financial closure of a project;
  • Presenting information for audit of the programme;
  • Creating e-requisitions in Quantum for the programme and register of goods receipt in Quantum;
  • Drafting formal correspondence, in both Arabic and English;
  • Maintaining proper filing, both soft and hard versions, of programme documents;
  • Providing translations, as requested;
  • Supporting in the liquidation of Face Forms/ advances to partners through regular spot check visits to partners to verify financial documents; provide guidance to the partner organizations in any related matters;
  • Supporting formulation of programme strategies through collection, analysis and presentation of information for identification of areas for support and programme formulation/implementation.

Support for knowledge building and information sharing

  • Participation in workshops and trainings as requested by the National Project Coordinator and the Regional Programme Manager;
  • Contributions to knowledge networks and communities of practice;
  • Keeping up to date with the latest advancement in the field of information and knowledge sharing.

Support to the effective financial management of programme’s budget

  • Prepare and organize the process for the call for proposals / quotations;
  • Participate in the selection process of implementing partners to receive programme’s funds;
  • Provide guidance to partner organizations and CBO’s implementing and/ or receiving programme’s fund;
  • Organize follow-up meetings and field visits associated with activities implemented through the programme’s funds;
  • Undertake regular financial monitoring and reporting on the programme, including the identification of obstacles and challenges and to provide guidance and solutions to overcome them.

Required Skills and Experience

Education

  • Bachelor’s degree or equivalent in finance, business or public administration, international development, social sciences or a related field is required;
  • A Secondary Education degree in combination with three additional years of qualifying experience may be accepted in lieu of the Bachelor’s university degree;
  • A project/programme management certification would be an added advantage.

Experience

  • At least 6 years of experience in project management cycle or relevant professional experience in administration, programme support service and finance, is required; or at least 3 additional years of work experience with a Secondary Education degree in lieu of the Bachelor’s university degree may be accepted;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is required;
  • Experience in general office support and project management is desirable;
  • Very good organizational skills;
  • Previous experience in the UN system is considered an asset.

Language Requirements

  • Fluency in English and Arabic, is required.
