Overview

Coordinate and support development, implementation, and monitoring of the AVRR project.

You have:

  • Bachelor's degree in political or social sciences, International Relations, Accounting or Business Administration or related fields from an accredited academic institution.
  • Two years of relevant professional experience in the field.
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
  • Experience in financial management, accompanied by background in accounting and budgeting.

Contract

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Since China became a member state of IOM in 2016, IOM-China cooperation has been growing, covering border management, counter-trafficking, return and readmission etc. China and IOM have agreed to implement a 3-year national wide project on AVRR later this year.

Under the direct supervision of the Chief of Mission, and, in collaboration with relevant units at Regional Office, Headquarters and the Administrative Centers, the National Project and Finance Officer will be responsible and accountable for coordinating and supporting in the development, implementation, monitoring and reporting of the AVRR project. The Officer will also support the oversight of the financial management of this and other projects.

Qualifications

Education:

Bachelor’s degree in political or social sciences, International Relations, Accounting or Business Administration or related fields from an accredited academic institution with two years of relevant professional experience;

Experience:

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups

  • Experience in financial management, accompanied by background in accounting and budgeting

Responsibilities

  1. Coordinate the overall implementation of the AVRR project, including the oversight of the financial, administrative and technical aspects in accordance with IOM’s policies, practices and global standards as well as relevant requirements, guidelines and grant agreements.
  2. Identify areas of support and interventions within the reintegration thematic area.
  3. Liaise and maintain partnerships with UN agencies, government institutions, implementing partners, and other relevant stakeholders, supporting strategic discussions relevant to the AVRR project.
  4. Coordinate the preparation of the annual work plan, training activities, and project reports.
  5. Support the monitoring and evaluation of the AVRR project and contribute to the assessment of the impact and effectiveness of the assistance through regular consultation with relevant stakeholders including government counterparts, appropriate baselines.
  6. Track the use of resources in accordance with IOM rules and regulations, effectively applying result-based management tools to support achievement of result.
  7. Coordinate programme initiatives on returns with other stakeholders and develop inter-agency synergies, supporting a common vision and implementation approach.

  10. Undertake duty travel as required to support coordination and monitoring activities for project implementation.
  11. Coordinate and prepare donor financial narrative, and other reports related to the AVRR and assist in other projects reporting.
  12. Monitor the financial management of the AVRR and other projects, including budget control and analysis, transactions and project expenditures undertake financial analysis, and procurement management to ensure compliance with IOM’s policies and procedures and any donor-specific requirements.
