**OVERVIEW** ------------ Post Number : 4UZCI0001PA Grade : NO-C Parent Sector : Communication and Information Sector (CI) Duty Station: Tashkent Job Family: Communication and Information Type of contract : Project Appointment Duration of contract : 1 year Recruitment open to : Internal and external candidates Application Deadline (Midnight Paris Time) : 20-NOV-2023 (EXTENDED) **UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism** ***Duration of contract: 1 year with possibility of extension subject to availability of funds and satisfactory performance.*** ***Only nationals of Uzbekistan may apply to this position.*** **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- With the financial support of the Swiss Agency for Development and Cooperation (SDC), represented by the Embassy of Switzerland to Uzbekistan, the UNESCO Tashkent office will be implementing the program “Empowering the government and citizens of Uzbekistan by strengthening access to information, accountability of institutions and media competence”. This program aims to transform Uzbekistan's media landscape by enabling citizens' access to information, reinforcing accountability and the rule of law, improving journalism education, and advancing media literacy in alignment with the 2030 Agenda. It focuses on three key areas: legislation and access to information, media development, and media literacy to enhance government capacity and citizen engagement. Emphasizing the importance of critical information engagement for both citizens and the government, the program acknowledges that accurate and responsive government information, along with proper legislative norms for mass media activities, are essential. It assists to put in place adequate legislative norms to legalize mass media activities. The program further cooperates with judicial actors and law enforcement bodies and focuses on strengthening the rule of law by developing teaching modules on the importance of freedom of expression, access to information and safety of journalists as fundamental principles. It develops a set of guidelines and code of conduct on improving relationships between law enforcement officers and media professionals and adopts a communication plan on how to ensure accountability and transparency of police institutions through effective communication with the public. A significant aspect of the program is the development of a media and information literacy strategy, equipping government and citizens with skills to navigate and assess information sources effectively. The program conducts tailored research, workshops and training in partnership with local organizations, promoting ownership and long-term sustainability. Consultations, conferences and awareness campaigns ensure a diverse range of voices and perspectives are included, fostering a comprehensive understanding of local challenges and opportunities. Long Description ---------------- Under the direct supervision and the authority of the Head of the UNESCO Tashkent Office, the incumbent will act as an advisor to the program “Empowering the government and citizens of Uzbekistan by strengthening access to information, accountability of institutions and media competence”, in particular: - Provide essential advisory support at the impact and outcome levels by monitoring the program's progress, outcomes, and impact, offering recommendations and adjustments to optimize effectiveness and sustainability. His/her advisory role ensures that decision-making is informed, data-driven, and aligned with the program's desired impact and outcomes. - Ensure that the program activities are coordinated with other activities of UNESCO implemented in Uzbekistan in the areas of mass media, freedom of expression, and media and information literacy. - Give necessary strategic advice and provide expertise in UNESCO’s communication and information programs in the areas of mass media, freedom of expression, and the building of inclusive knowledge societies underpinned by universal access to information and the innovative use of digital technologies and represent the Office in these areas in the local and international network. - Monitor the execution of the tasks performed by the Associate National Project Coordinator and advise the Head of Office in addressing and resolving any deviation from the expected results, outcomes and outputs of the program. - Provide information and technical advice to government, peers, management and colleagues on a variety of subject specific items, including on UNESCO’s Internet Universality, ensuring quality and facilitating also the policy recommendations’ follow-up after the national IUI assessments. - Remain aware of developments and advancements in the areas of green digital transformation and emerging technologies (e.g. AI) in order to inform and support government, ministries and colleagues on policy formulation, project development, resources and best practices. - Research, recommend and contribute to the development and expansion of a knowledge base on the particular area(s)/theme(s) of assignment, ensuring regular contributions communication activities, including web, social media and printed content and dissemination to colleagues, peers and stakeholders. A first level university degree in the aforementioned fields in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree. ***Work Experience*** - A minimum of 4 years of relevant programme/project management professional experience in the field of Mass Media, Freedom of Expression or Media and Information Literacy or related areas. ***Skills and competencies*** - Supervisory and managerial skills, capable of leading a team of professionals. - Ability to make technically sound decisions on all aspects of programme and program implementation. - Ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the Organization. - Excellent communication skills, both written and oral. - Good IT skills. ***Languages*** - Excellent knowledge (spoken and written) of English and Uzbek. **DESIRABLE QUALIFICATIONS** ---------------------------- ***Work Experience*** - Work Experience in public administration, strategy development, training or skills development. ***Skills and competencies*** - Knowledge of UN/UNESCO programmes and in particular the programs related to media, freedom of expressions and access to information. ***Languages*** - Excellent knowledge of Russian. **BENEFITS AND ENTITLEMENTS** ----------------------------- UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc. The approximate annual starting salary for this post is USD 44,617.
