Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997. UN Women Palestine Office focuses its activities on one overarching goal, namely, to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the Palestinian context, UN Women concentrates its efforts and interventions toward the realization of following strategic goals: Mainstreaming gender in governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence. Also, UN Women works in an integrated manner to align its normative and operational mandates through enhanced coordination, coherence and accountability of the UN system for commitments to gender equality and women’s empowerment, and through developing and implementing programmes across thematic areas to support the State of Palestine to address gender perspectives in intergovernmental processes (such as the Beijing Platform for Action, Enhancing the implementation of UNSCR 1325, reporting and implementing CEDAW, etc.).

To achieve its results, UN Women Palestine Country Office would like to hire a qualified programme support consultant to provide support to UN Women’s projects under the Women’s Economic Empowerment portfolio and the normative work.

Duties and Responsibilities

Under the overall guidance of the UN Women Special Representative in the State of Palestine, and the direct supervision of UN Women Task Manager/s, the consultant will undertake the following tasks, duties and responsibilities:

1.Provides effective support to management of the projects

  • Support the efficient and timely implementation of the projects’ activities;
  • Assist in drafting and executing projects’ regular procurement and financial plans
  • support monitoring and follow-up on partner implementation per approved work-plans and reporting requirements including timely and quality submission of progress reports per agreed deliverables by partners.
  • Support drafting ToRs, contracts, agreements and MoUs for programme partners and consultants as needed and requested
  • Translation of documents (Arabic/English) as requested.
  • support organizing events, field missions, partner meetings and setting appointments with different stakeholders
  • Provide support to the Programmes’ Monitoring and Evaluation Actions as guided by the task manager.
  • Ensure proper filing for the programmes in adherence to UN Women regulations.

****2. Provides** support to Financial Resources Management**

  • Support the projects’ financial monitoring and reporting
  • Perform regular spot check visits to partners to verify financial documents;
  • Support timely and quality liquidation of funds;
  • Support in the creation of project budgets in the system, preparation of budget revisions, revision of project award and project status, operational and financial closure of projects;
  • Support in the preparation of required documents for financial audits for UN Women and partners;
  • Create e-requisitions in Atlas and register of goods receipt in the system.

3. Supports data sharing, knowledge building and knowledge management

  • Provide inputs to UN Women corporate, UN and other actors’ reports, briefings and updates as needed and required
  • Participate in workshops and trainings as requested
  • Contribute to programme knowledge networks and communities of practice

Deliverable 1: A monthly progress report on key results achieved. (Expected delivery date: March 2022)

Deliverable 2: A monthly progress report on key results achieved. (Expected delivery date: April 2022)

Deliverable 3: A monthly progress report on key results achieved. (Expected delivery date: May 2022)

Deliverable 4: A monthly report on key results achieved and final report on key results of the successful implementation of the workplan. (Expected delivery date: June 2022)

Required Skills and Experience

Education:

A bachelor’s degree in Finance/Accounting, Business Administration, development, or any other related fields.

Experience:

  • Minimum of 4 years of experience working in project management support functions, financial management and/or accounting.
  • At least two years of experience in the areas of Women’s Economic Empowerment and gender equality is an asset.
  • Previous experience in the UN system or international organizations is an asset.
  • Previous coordination and work experience with government institutions, civil society organizations, and private sector is an asset.

Language:

Arabic and English

Evaluation Criteria:

This SSA modality is governed by UN Women General Terms and Conditions. UN Women will only be able to respond to applicants who meet the minimum requirements.

Evaluation of applicants

Candidates will be evaluated based on the applicants’ qualifications mentioned above. A contract will be awarded to the individual consultant who scores the highest score out of 100 taking into account that the passing score is at least 70/100.

Technical Evaluation (100%) – max. 100 points:

Education:

  • A bachelor’s degree in Finance/Accounting, Business Administration, development, or any other related fields. (max 20 points)

Experience:

  • Minimum of 4 years of experience working in project management support functions, financial management and/or accounting. (max 35 points)
  • At least two years of experience in the areas of Women’s Economic Empowerment and gender equality is an asset. (max 25 points)
  • Previous experience in the UN system or international organizations is an asset. (max 10 points)
  • Previous coordination and work experience with government institutions, civil society organizations, and private sector is an asset. (max 10 points)

Financial Evaluation

UN Women will make a predetermined financial rate offer to the selected candidate in line with the qualifications expected from the selected candidate. The consultant will work on a full-time basis and will be paid on a monthly basis.
