Organizational Setting

The Food and Agriculture Organization (FAO) Representation in Indonesia is responsible for leading FAO's response to Indonesia priorities by developing, promoting and overseeing strategies for addressing food security, agriculture and rural development objectives. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the country and, in collaboration with the Offices, Centres and Divisions at regional and headquarters, develops, promotes and oversees FAO's strategic response to country priorities. Also advises on the incorporation of country priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the country, monitors the level of programme implementation and draws attention to problems and deficiencies. FAO Representation in Indonesia serving as the channel of FAO's services to governments and other partners (donors, NGOs, Civil Society Organizations, research institutions, etc.). The FAO representation in Indonesia helping governments to prevent disasters, assess damage, and assist them in the reconstruction and rehabilitation of the agricultural sector.

The post is located in the Emergency Centre Transboundary Animal Diseases Programme in Jakarta, Indonesia

Reporting Lines

The National Programme Specialist – Emergency Centre for Transboundary Animal Diseases (ECTAD) Programme shall work under the overall supervision of the FAO Country Representative, the general technical supervision of the Team Leader of the FAO ECTAD Programme in Indonesia and the day-to-day technical supervision of the ECTAD Country National Veterinary Advisor and Senior Technical Advisor for Value Chain and AMR. Furthermore, the incumbent will work in close collaboration with the Ministry of Human Development and Cultural Affair of Indonesia. The National Programme Specialist will coordinate the delivery of DGLAHS-FAO programme activities, in line with the EU project objectives, along with the ECTAD Country National Veterinary Adviser (CNVA), the Senior Technical Advisers (STAs) and National Technical Advisors (NTA) responsible for the delivery of project outputs.

The incumbent is a member of the project management team that facilitates day-to-day activities of the FAO ECTAD programme and EU project with central government (through the Coordinating Minister for Human Development and Cultural Affairs) as well as local government in line with the programme work plan and schedule of activities.

Technical Focus

The incumbent will:

• Oversee the implementation of multi-sector coordination meetings on monitoring and evaluation of the 2020-2024 Antimicrobial Resistance (AMR) National Action Plan and on development of the 2025-2029 AMR National Action Plan led by the Coordinating Ministry for Human Development and Cultural Affair of Indonesia.

• Assist and provide supports to the Coordinating Ministry for Human Development and Culture in liaising and coordinating with the relevant ministries and institutions in the cross-sectoral coordination of AMR control in Indonesia.

• Compile and prepare the activity reports resulted in the cross-sectoral coordination meetings to be followed up by the Coordinating Ministry for Human Development and Cultural Affair.

Tasks and responsibilities:

• Provide technical and operational supports to Coordinating Minister for Human Development and Cultural Affairs in the implementation of the multi sector coordination meetings with relevant ministries and institution on AMR control with one health approach;

• Liaise and cooperate with government authorities and local, national and international institutions in the areas of AMR and One Health in the country and liaise with other development partners as required;

• Act as a liaison between FAO ECTAD programme management with the Coordinating Minister for Human Development and Cultural Affairs on Multi sector on EU project;

• Prepare official communications to GOI regarding AMR and One Health and FAO ECTAD programme activities;

• Coordinate the collection and consolidation of AMR and One Health data in coordination with the National M&E adviser;

• Work closely with the ECTAD management team to ensure that all programme activities are carried out in line with the work plan and the project document;

• Support the management team in planning future Programme development;

• Assist in ensuring consistency and adherence to FAO rules and regulations at the project level, in close coordination with the Operations Support Unit;

• Organize and coordinate AMR and One Health as well as ECTAD Programme Meetings with central and local government as required;

• Support the National Operations Officer and Operations Assistants with day-to-day operations of the project;

• Assist the CNVA in consultation with the Operations Support Unit, with staff recruitment, organization and management;

• Prepare a monthly update of programme activities for FAO ECTAD Indonesia, EU secretariat and government;

• Contribute to EU project and ECTAD programme monthly and six-monthly reports to the donor and GOI as requested;

• Contribute to the production of the EU project and ECTAD Annual Reports.

• Organize and coordinate external missions or field visits for international visitors as required;

• Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Minimum Bachelor’s degree in administration, public service, rural development or a relevant subject;

• Excellent written and spoken English; strong command in spoken and written Bahasa Indonesia;

• At least 3 years of relevant experience in program coordination;

• National of Indonesia.

• Ability to work with individuals from different cultural/national backgrounds; good interpersonal and communication skills;

• Ability to manage priorities and workload within general schedule of work, instructions and standardized practices;

• Ability to motivate staff and foster teamwork;

• Experience in the implementation of animal health or public health projects is preferred;

• Experience with stakeholder facilitation and co-learning approaches to development is preferred.
