WFP Sudan has the potential to reach millions of food insecure people across Sudan – with a total of 7.8 million people assisted in 2020. WFP Sudan, one of the largest and complex operations for WFP globally, is currently rolling out its five-year Country Strategic Plan (2019-2023), which aims to provide emergency assistance through a hybrid approach (Cash, food and vouchers), along with life-changing types of programmes (Nutrition, Resilience and School Feeding).

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Sudan has experienced decades of deeply entrenched social inequalities, environmental vulnerability, armed conflict and violence, and poor governance, challenges that are only further compounded by the Covid-19 pandemic. And, while the establishment of the Transitional Government, and signing of the Juba Peace Agreement provided renewed optimism in the country for peace, economic and social development, and further integration into the global community— the realization of hopes and aspirations of the Sudanese depend on much needed political and economic reforms which struggle to keep pace with everyday challenges, such as rising prices of petroleum and food baskets, limited access to land and water, competition over basic services protracted displacement, and rising criminality, among others.

With Sudan, the Darfur region, in particular, has experienced armed conflict, tribal disputes, and humanitarian emergencies since 2003. Much of this region remains in a conflict to post-conflict setting and while the overall security situation had recently improved, nearly 60 percent of the population are living in extreme poverty— an amount that reached 90 percent across some locations. The former has now opened opportunities to focus on longer-term approaches to move from humanitarian assistance towards strengthening resilience and social cohesion across diverse community groups and between local authorities and communities.

Based on this, on behalf of the German Ministry for Economic Cooperation and Development (BMZ), KfW Development Bank is financing a new a multi-sectoral, multi-stakeholder and multi-annual approach, to the tune of EUR 100 million for a period of four years, in selected parts of Darfur to tackle the manifold challenges. This new programme, aimed at strengthening social cohesion and the wider resilience in a context of multiple shocks and stresses related to conflict, climate change, natural hazards and economic downturns, will be led by UNICEF and WFP Sudan and in partnership with targeted communities, local governance, native administration and civil society organizations, among others.

Seeking to strengthen self-reliance, resilience, and social cohesion across vulnerable population groups, especially youth and women, and structures and systems of local government, key elements of this Joint Program include:

enhancing food systems, resilient livelihoods and increasing access to and utilization of quality basic social services and protection.
strengthening systems and institutions at locality and community levels for enhanced efficiency, inclusiveness, and protection of rights.
fostering trust and interdependence through building on the culture of inclusive social dialogue, ownership and engagement in community processes and outputs.
participatory monitoring and collaborative learning mechanisms to inform programme implementation, provide evidence for advocacy, programme adaptation and input to a broader learning.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall direction of the Area Office and direct Supervision of the Field Programme Coordinator, the National Programme Policy Officer undertakes the day-to-day implementation of the KfW programme on the ground.

The candidate is responsible for the following duties.

Initiate and coordinate the day-to-day planning, implementation and monitoring of the Joint Programme in accordance with the agreed WFP/UNICEF programme document and work plan.
Coordinate the joint programme, including during inception period and programme implementation period through project work plan, ensuring alignment with UNICEF/WFP programme policies and agreements.
Be the technical focal point to the Area and field offices in the development and implementation of activities and overall monitoring.
Analyse operational community issues in the development of programme activities by using corporate tools such as the 3PA to identify the needs of the community.
Facilitate internal UNICEF/WFP unit coordination to ensure effective collaboration, monitoring and evaluation of ongoing projects.
1. Assist in coordination and liaison with state government counterparts, development partners and communities to ensure effective delivery of the programme, and to strengthen government and community ownership.
2. Work closely with the Monitoring and Evaluation Unit to ensure that the monitoring and oversight of the programme outputs and outcomes is useful and accurate for accountability, evidence generation, reflection, adaptation, and learning.
3. Lead the preparation of accurate and timely analytical reports on the joint resilience programme activities, allowing for informed decision-making and consistency of information presented to donors and stakeholders.
4. Lead gathering and reviewing of CPs monthly and quarterly reports in the provided formats, ensuring data consistency.
5. Support in the development and implementation of functional training to enhance the capacity of Area/Field Offices and cooperating partners to deliver an effective integrated resilience programme in accordance with UNICEF/WFP program policies and agreements.
6. Other duties assigned by supervisor and Field Programme Coordinator.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education: Advanced University degree or First University degree with additional years of relevant work experience.

Experience: 5 years or more experience in a relevant field of work, with a background and interest in humanitarian development and/or equivalent years of experience.

Language: Fluency (level C) in both English and Arabic Language.

Knowledge and Skills:

Demonstrated high moral integrity by modelling the UN’s values and ethical standards, impartiality and discretion and proven capacity of initiative, discretion and autonomy.
Sectorial planning, results-based management, reporting and facilitation skills.
Able to formulate, implement, monitor and evaluate programmes and projects, as well as resource mobilization skills.
Consistently approaches work with the energy and a positive, constructive attitude.
Ability to work independently in a timely and organised manner.
Ability to travel under harsh conditions within the country whenever required.
Builds strong relationships with clients, focuses on impact and results for the client and responds positively to feedback.
