OBJECTIVES OF THE PROGRAMME

WHO Health System Development programme in China supports the Government of China's Health Care Reform, launched in 2009, to achieve universal health coverage and Healthy China 2030. WHO supports the Government with the implementation of the current health care reform agenda, and provides advice and assistance for refining policies and developing new policies. In addition, WHO supports the government of China to develop its future strategy for healthy ageing and to ensure the health service can respond to future needs of an ageing population, and to deliver remaining services to address the unfinished RMNCH agenda. In particular WHO uses its technical and convening role to catalyse and facilitate policy and implementation debates and dialogues to generate appropriate solutions to address the key challenges and bottlenecks to health care reform in China.

WHO does this primarily in partnership with the National Health Commission, but also with other government ministries and international partners. WHO acts as a knowledge broker and provider - bringing global best practice and innovative ideas and working with Chinese counterparts to develop solutions.

DESCRIPTION OF DUTIES

Under the supervision of the Health Systems and Security Team Coordinator the incumbent will carry out the following duties:

(1) Provide, and manage the provision of, technical and policy advice to Government of China on health service delivery organisation and reform - and be responsible for the delivery and management of policy roundtables and technical seminars to provide advice to the Government. As appropriate, this will be done in coordination with all levels of WHO, National Health Commission (NHC), and other relavant stakeholders;

(2) Lead responsibility for design, implementation and monitoring of WCO core funded health service delivery projects (national level and in selected local areas) with the Government of China;

(3) Lead responsibility for work with the Government of China to strengthen human resources for health, and work on quality of care and patient safety;

(4) Lead responsibility for work with the Government of China on ageing,maternal child health, reproductive health and adolescent health;

(5) Provide advice on (1) - (4) above to the Health Systems and Security team coordinator, WR, and other WCO colleagues including those working on disease control;

(6) Represent WHO in meetings with external partners, prepare presentations and speeches, and provide high quality briefing notes for WR, RD and others as needed on health service delivery organisation and reform and ageing, reproductive, maternal, newborn, child and adolescent health in China;

(7) Perform other related duties, as required.

REQUIRED QUALIFICATIONS

Education

Essential: University Degree in public health, health systems, social sciences or other health-related field from a recognised university. Desirable: Postgraduate University Degree in public health, health systems, social sciences or other health-related field from a recognized university preferably from international or internationally recognized university. Exposure to international research and experience in health system development.

Experience

Essential: At least five years of experience in developing, supporting, or managing health policy development, health systems programmes or health systems reform. Experiences and insights on service delivery of health system in China. Desirable: Established strong track record and experience in public health, health systems organization and reform.Frequent contacts inside and outside government agencies and international organizations involved in health in China. Experience in collaborative programmes supported by bilateral or multi-lateral international agencies would be an advantage.

Skills

a. Knowledge and understanding of the policies and procedures on health system development and reform, and a particular focus on health service organization and delivery; b. Strong knowledge and understanding of primary health care, health service organization, human resources for health, quality of care, patient safety, health information systems and models of health service delivery; c. Strong knowledge of reproductive, maternal, child health, ageing and NCD issues - and the linkages with health service delivery; d. Expertise in health policy processes and how to use evidence and networks to contribute to evidence based policy making e. Proven ability to think strategically, manage projects and processes to deliver results. f. Experience and proficiency in working with government and other partners in an effective and culturally competent manner. g. Effective verbal and written communicator. h. Advanced computer skills including ability to utilize the standard Microsoft Office programs. i.Fluency in oral and written English and working knowledge of another official UN language.

REMUNERATION

Remuneration comprises an annual base salary starting at CNY 696,057 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
