Media development in this mode enhances freedom of expression, and it contributes to peace, sustainability, poverty eradication and human rights. In line with UNESCO’s mandate, the Communication and Information Sector initiatives in Cambodia strive to foster freedom of expression, media development, and access to information and knowledge, in partnership with line ministries, journalists, media professionals, civil-society and relevant stakeholders. A National Programme Officer is required to support the implementation of the project “Strengthening Media Development and Freedom of Expression in Cambodia”, which aims to foster a safe, free, pluralistic, and independent media environment conducive to greater freedom of expression and access to information in Cambodia. UNESCO’s work focuses in strengthening the legislative framework and media sector while addressing the urgent needs derived from the Covid-19 pandemic. This includes ensuring greater access to critical information, advocating for higher standards in ethical and professional reporting and promoting professional journalism to counter disinformation. Under the overall authority of the UNESCO Representative to Cambodia, and under the supervision of the Communication and Information Project Officer, the incumbent shall assist with the day-to-day coordination and management of the Communication and Information projects implemented in Cambodia. Long Description ---------------- Specifically, the incumbent will perform the following duties: 1\. Coordinate and contribute to the design and implementation of the CI Programme activities in Cambodia in consultation with relevant Ministries and local partners, including: 1. Preparation of correspondence and follow-up with the relevant line Ministries and other partners; 2. Identifying appropriate local implementing partners to assist in the execution of project activities; 3. Monitoring and backstopping activities, as required. 2\. Provide technical assistance, including development of needs assessments and drafting of technical papers and policy briefs in the areas of Access to Information, Freedom of Expression, Media Development and the Safety of Journalists; 3\. Assist in organizing meetings, workshops and trainings, including logistical and administrative support, by developing necessary material for the implementation of activities related to the CI programme; 4\. Contribute to the development of ToRs and procure international and national consultants, experts and service providers and ensure close supervision for quality delivery of products and services to implement the programme activities; 5\. Facilitate communication between international experts and national counterparts; 6\. Prepare project briefs and progress reports in English and Khmer language in consultation with the project team; Long Description ---------------- 7\. Collect, compile and analyze data related to media and freedom of expression in Cambodia 8\. Attend and report back on project-related meetings and activities arranged both by Government counterparts, NGOs and other partners as required; 9\. Facilitate press briefings or other activities pertaining to external relations and public information; 10.Carry out other work or responsibilities as assigned by the Country Representative and in coordination with the project team. Excellent coordination and interpersonal skills. 2. Proven capacity to build and maintain effective partnerships inside and outside the organization. 3. Proven conceptual and analytical skills, including the demonstrated ability to provide advice and technical support on media development, freedom of expression, strategic planning and monitoring and evaluation. 4. Good Knowledge and understanding of the government functioning. 5. Solid understanding of the Freedom of Expression and media context in Cambodia, its key challenges and possible solutions. 6. Ability to take initiatives, establish priorities and capacity to work efficiently under pressure. 7. Comfortable with working in a multicultural work place, solid team skills. **DESIRABLE QUALIFICATIONS** ---------------------------- **Work Experience** 3-4 years of relevant professional experience in the field of journalism, media development, human rights, programme and project management.
