**OVERVIEW** ------------ Post Number : 3CLED0002RP Grade : NO-B Parent Sector : Field Office Duty Station: Santiago Job Family: Education Type of contract : Fixed Term Field Duration of contract : 2 years, renewable Recruitment open to : Internal and external candidates Application Deadline (Midnight Paris Time) : 17-MAR-2023 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism ***Only nationals of Chile will be considered for this position.*** **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- Under the overall authority of the Assistant Director-General Education (ADG/ED), the functional authority of the Director of Office and direct supervision from the Senior Programme Specialist for Education, the incumbent will lead and/or collaborate in the implementation of UNESCO Education and intersectoral Programmes at the country and regional level. S/he will work in close collaboration with other specialists in the Regional Bureau for Education or Multisectoral Regional Office, UNESCO HQ Programme sectors, and in coordination with national counterparts, UN country team, other national and international stakeholders. The incumbent will be responsible of administering, monitoring and reporting on Programme progress, in strict compliance with UNESCO regulations and standards. The incumbent is also expected to (i) liaise with other UNESCO offices in the region; (ii) promote the development of new initiatives in the areas of UNESCO’s mandate, that derive from policy dialogue, research and needs analysis; and (iii) mobilize resources. S/he will work within the frameworks of UNESCO’s Medium Term Strategy (C/4s), the approved Programme and Budget (C/5) and global development plans such as the Education for Sustainable Development post 2015 plan. Specifically the incumbent will: Long Description ---------------- **Programme and Project Contribution** - Contribute to the design, development and management of projects and programmes at the national and regional level. - Prepare detailed work plans, task descriptions, budgets and output indicators for projects. - Review and identify areas for improved programme and project alignment with UNESCO, national, regional and global Education goals (e.g., Education for Sustainable Development). - Implement project activities within established work plans and report progress against predefined performance indicators. - Oversee implementation, identify constraints and propose measures to improve country level operations and delivery of project outputs. - Provide substantive, logistical and administrative support to projects, consultations, meetings, events and missions. - Facilitate close working relationships and exchanges with national Institutes, ministries, UNESCO National Commissions, education stakeholders and networks for project design, development and implementation and reporting. - Track and report on implementation using relevant institutional tools and systems. Long Description ---------------- - Participate in cross group activities as assigned, maximize synergies in the work of the UNESCO Field Office. - Monitor regular and extra budgetary funded project, activity and programme implementation and outputs within the Field Office, as assigned, ensuring that UNESCO’s work is implemented in a timely, coherent and integrated manner consistent with sector-wide development frameworks and in collaboration with other UNESCO Field Offices. - Assist in the evaluation of and reporting on projects and programmes. - Contribute to the coordination of reporting to the Education Sector in HQ, and/ or prepare inputs to documents for the Executive Board and the General Conference and reporting and ad hoc documents of concerned services (internal) to UNESCO and UNCTs, donors and other external development partners. - Assist in C/5 work plans and policy formulation discussions and other think tank activities. - Participate in UN Delivery as One planning and implementation, as well as in other joint collaboration with development partners and stakeholders, through identifying and/ or concretizing joint programming opportunities. **Research and Knowledge Management, Public Information** - Develop and maintain thorough knowledge of national policies, strategies and plans of action in Education and maximize use of this knowledge in the design of locally delivered Education Sector Field activities. - Conduct situational analysis and research, compile data and inputs to concept notes, publications, briefings and documents for Field and HQ use. Analyze best practices and trends to contribute to knowledge base. - Contribute to the design of project and activities performance/ progress monitoring and to external and internal reporting. - Contribute to public information and outreach tasks, writing, inputting to social media, hosting information points, facilitating exchanges /meetings. - Upload to automated systems (Sharepoint) and other platforms the institutional memory of own office. Long Description ---------------- **Partnership and Resource Mobilization** - Build partnerships with stakeholders, in particular with national authorities, the private sector, civil society, NGOs and multilateral funding organizations. - Prepare input to UN development planning processes, such as the preparation of Common Country Assessment (CCA), United Nations cooperation framework, Country Programme Document (CPD), and Country Action Plan (CAP) and to other relevant national planning exercises, contributing knowledge of national institutions, culture, and traditions. - Analyze and compile data for potential partnership and funding opportunities. Identify opportunities for increased collaboration and propose projects for consideration. - In an increasingly competitive international and multilateral environment, contribute to resource mobilization for the country by contributing to the development of concept notes and project proposals on the basis of situational analysis and needs assessments and in accordance with the UNESCO C/5. Participate in meetings with UN Agencies seeking or marketing joint programme, bilateral and multilateral partners, and International Institutions (WB, EU, etc.). Contribute to the preparation and follow up on submissions, and the coordination of donor meetings.
