Organizational Setting

The mandate of FAO in Jamaica, The Bahamas and Belize is to support national efforts to promote food security and sustainable development. In doing so, FAO works closely with the Ministries of Agriculture, Health and Education. Recently, FAO has begun to expand its partnership to include other ministries to reflect its focus on food security and nutrition. Its beneficiaries have also been expanded to include urban and peri-urban populations.

Reporting Lines

Under the overall supervision of the FAO Country Representative for Jamaica, Bahamas and Belize (FAOR); the National Programme Management Assistant in close coordination with the Assistant FAOR Program (AFAOR P) will support the FAOR to carry out the Technical Cooperation Projects (TCP) 2020-2021 Biennium in Jamaica, Belize and Bahamas. The Program Unit of FAOJAM has approved five TCPs on this biennium and would need to plan, execute, monitoring and evaluate the projects in Jamaica, Belize and Bahamas to deliver the expected outcome and output by August 2021.

Technical Focus

In implementing the activities, the expert must take FAO’s Gender Policy into consideration, ensuring to the extent possible, that there is equity in the benefits accrued to women and men as well as young persons. Gender and age disaggregated data should be collected and presented for all meetings, training and other activities. In addition, the following specific tasks will be undertaken.

  • Provide support to the incubator team
  • Follow up work plan implementation
  • Ensure regular communication with multi-sectorial stakeholders and the Technical and Steering Committees to ensure efficient flow of information between implementing partners and support agencies

Tasks and responsibilities

The National Management Assistant Program Unit FAOJAM will form part of the Program Unit FAOJAM and her/his activities include the following:

  • Support the AFAOR Programme to deliver the expected Outcome and Output of the TCP Hand in Hand clusters in Rural and Peri Urban Areas in Jamaica, Belize and The Bahamas
  • Monitor the approved Annual Work and Procurement Plans of the aforementioned TCPs and to facilitate the technical and administrative dialogue between the TCP National Consultant teams in Jamaica, Belize and Bahamas and the Program Unit FAOJAM
  • Collect and manage data for FAOJAM Program Unit to prepare and update national and regional reports
  • Coordinate seminars filed visits and virtual meetings for the implementation and monitoring of the HIHI TCPs Annual Work Plan.
  • Participate in the several activities designated by the FAOR and the AFAOR P.
  • Working with the FAO Jamaica Communication Specialist to facilitate the development of the Communicator Plan for the TCPs.
  • Support the National Team and the Program Unit to elaborate and implement a Resource Mobilization Plan
  • Perform any other duties as assigned by the supervisor

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in the areas of Administration, Economics, Social Sciences, Agronomy or related area.
  • At least seven [7] years of relevant professional experience in rural and territorial development with emphasis agro-food systems, economic development or related field.
  • Ability to communicate effectively in English. Skills of communicating in Spanish and desirable
  • National of Jamaica or resident in the country with a regular work permit.
