Overview

Lead implementation of the FAO-IOM joint programme in India.

You have:

  • Advanced university degree in Climate Resilient Development, Agriculture, Natural Resources Management, Agribusiness and/or Rural Migration.
  • At least 5 years working experience in sustainable agricultural and Agri value chains or related fields with recognized technical expertise.
  • Working knowledge of English.
  • Experience of working with Government agencies on development project.
  • Extensive experience in the management of complex projects at national/ regional levels.
  • Strong technical knowledge and management skills including the ability to provide strategic guidance, technical oversight, mentor staff, build strong teams, develop work plans, and manage budgets and project expenditures.
  • Good multi-cultural and interpersonal skills with experience in networking with partners at all levels (Ministries, donors, private sector, NGOs and local community-based organizations).
  • Experience working with international, especially within UN system, and donor organizations (World Bank, IFAD, Asian Development Bank, etc.) on implementation of participatory projects.
  • Proven written, analytical, computing, presentation and reporting skills.
  • Understanding of Migration MPTF functioning and procedures will be an asset.
  • Good communication, reporting and presentation skills.
  • Good computer skills (word, excel, power-point).
  • Proven ability to work with a broad range of stakeholders including governments, UN organizations, civil society, etc.
  • High degree of team ethic, well-organized, result-focused and dynamic personality.
  • Excellent project planning, implementation and monitoring skills.

Organizational Setting

FAO is specialized agency of the United Nations with mandate to work on all aspects of food and agriculture, food security and nutrition across the humanitarian- development continuum. In a close collaboration with the International Organisation on Migration (IOM), FAO implements a UN joint programme Enhancing the resilience to climate change of migrant and vulnerable households in the coastal areas of Odisha State and drought-prone areas of Telangana State funded by the Migration Multi-Partner Trust Fund (MPTF).

The JP seeks to enhance the resilience of rural households to climate change in selected districts of two states in India - Odisha and Telangana in order to reduce the pressure to migrate and improve conditions for the sustainable reintegration of returning migrants in rural areas. The programme also seeks to empower women, youth and marginalized groups (e.g. lower castes) to make safe and informed migration decisions and improve migration outcomes.

The national coordinator will be based in New Delhi and oversee the implementation of activities of the FAO-IOM JP jointly implemented with the participating UN Organisation (PUNO) – International Organization for Migration (IOM).

Reporting Lines

The national coordinator will work in close collaboration with the UN Resident Coordinator’s office in India, UN agencies, national and state governments other stakeholders [edit as needed]. He/She will work under the direct supervision of the FAO Representation of India and technical supervision of the FAO Lead Technical Officer (LTO) in close consultation with the technical team at FAO-Headquarters and FAO Regional Office for Asia and the Pacific (FAORAP). The national coordinator will report to FAO in the country office as well as to the LTO and technical team.

Under the direct supervision of the FAO Representative in India (FAOR), technical guidance of the Lead Technical Officer, FAO, and in regular consultation with the PUNO-IOM and the Migration MPTF, the National Programme Coordinator will be responsible for coordinating technical and service inputs of the Project Management Unit, Core Team of National Experts and Short-Term Consultants at the national, state/district levels.

Technical Focus

Expertise in Coordinating technical and service inputs of National Project Management, the Core Team of National Experts and Short-Term Consultants. Knowledge of the interlinkages of migration, agriculture and climate change issues.

Tasks and responsibilities

• Assume the overall responsibility of the smooth implementation of the activities in accordance with the JP document and the TOR; • Ensure strong coordination between the technical teams in FAO and IOM involved in the implementation of the joint programme; • Coordinate with the State Nodal Officers in the two implementing states, the local staff and other national and local experts; • Manage the day-to-day implementation and monitoring of the joint programme activities, including organizing periodic meetings with the technical teams from FAO and IOM; liaising with national and local governments, UN Resident Coordinator’s Office, UN agencies and other stakeholders; fostering partnerships and organizing trainings and workshops as required; • Develop and roll-out baseline studies and assessment the development and roll-out of baseline studies and assessments; • Draft Letters of Agreements and other relevant documents, liaise with the service providers and overseeing the effective delivery of activities; • Facilitate learning and sharing among the two project states. • Prepare the joint programme reports, coordinate technical feedback and finalize for submission to the donor ensuring strong technical quality; • Report to the national-level Programme Steering Committee (PSC), state-level Technical Steering Group (TSG), the Natural Resource Management (NRM) Division of the Ministry of Agriculture and Farmers’ Welfare (MoA&FW) as well as the relevant state departments on project activities and implementation progress; • Ensure convergence of co-finance resources by coordinating with various Departments and Ministries; • Coordinate the preparation and implementation of Annual Work Plans and Budget; • Support the design of a monitor and evaluation system for the JP and monitor the project outputs and outcomes throughout the life of the programme; • Act as the secretary to the Project Steering Committee in MoA&FW; • Ensure strong linkages between different technical components and reports of the project. • Oversee the development of information and communication material of the joint programme and coordinate knowledge management activities to guarantee access to information for all relevant stakeholders through different communication means; • Coordinate and assist the missions and in-person consultations conducted by international consultants and FAO staff by processing administrative procedures and coordination with relevant governmental agencies, UN agencies, national, state and local stakeholders. • Represent the project in all meetings and fora as required. • Undertake any other activity as requested.
