Organizational Setting

The main aim of the country offices of the Food and Agriculture Organization of the United Nations (FAO), which are headed by an FAO Representative, is to assist the Government to develop policies, programmes, and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

FISH4ACP is an initiative of the Organization of African, Caribbean and Pacific States (OACPS), working with selected countries in those regions to improve important fisheries industries, one such country being Guyana. The initiative seeks to enhance the productivity, competitiveness and improve the sustainable development of the Atlantic seabob fishery in Guyana.

The benefits that will be derived from the project for Guyana includes a strengthened position as a leading exporter of seabob shrimp globally, increased sustainability of Guyana’s marine seabob shrimp, improved social development particularly in the fishing community and greater access to regional and international trade markets.

Reporting Lines

The FAO requires a National Programme Assistant who will work under the direct supervision of the FAO Representative in Guyana and direct technical supervision by the National Professional Officer (NPO) in close collaboration with the project’s team (based in HQ) towards project implementation.

Technical Focus

Support implementation of the FISH4ACP Programme in Guyana - GCP /GLO/028/EC by working closely with the National Professional Officer (NPO) and the Project Focal Point to ensure the successful implementation of the upgrading strategy

Tasks and Responsibilities

• Maintain the project budget and files GCP/GLO/028/EC for possible verification by the European Union, and its transfer upon completion of the appointment. • Support the monitoring and reviewing of the status of assigned projects and ensure that all assigned operational activities are carried out in a timely manner and in line with the work plan of the project document; • Support the AFAOR (Programme) and the NPO to initiate procurement of project goods, works and services (i.e., support the request for technical clearances, prepare POs, PRs, TAs and complete receipts, etc.); • Assist in the preparation and submission of any periodic and ad hoc project and programme technical reports; • Liaise with the Administrative Assistant and the AFAOR (Admin) to ensure that travel arrangements for Staff and/or Consultants are made and executed in a timely manner. • Provide support for workshops, meetings or events related to project implementation; • Assist with the preparation of background materials, working papers and tables for briefings, review sessions and meetings. • Preform any other duties that may be assigned by the FAOR and the NPO.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING:

Minimum Requirements • National of Guyana • Diploma in business administration, management, international relations or any other field related to the work of the Organization. • One year relevant experience in public and/or private sectors related to programming, planning, budgeting. • Working knowledge (level C) of English.
